About this file
This is a Response to Offeror Questions Document for RFP USD10072026, issued by the University of South Dakota for Executive Recruitment and Search Services for Health Affairs. The University seeks a qualified search firm to conduct executive recruitment for vacant positions within its Health Affairs department, with the initial search for Chair of Surgery and/or Senior Associate Dean of Biomedical and Translational Sciences beginning immediately with a target hire date of Summer 2027. Additional searches for future vacancies at the dean, associate dean, and chair levels will be conducted as they arise. The inquiry cutoff date was October 14, 2026 at 11:59 p.m. CST, and proposals are due November 4, 2026 at 11:59 p.m. CST. All activities can be conducted virtually with no in-person attendance required. The University anticipates awarding the contract to one search firm. The contract term is one year with two optional one-year extensions, commencing upon execution, with an anticipated award decision of November 13, 2026.
The University prefers a tiered fixed fee structure by role level and will not accept mid-contract price adjustments during the three-year term; vendors must account for anticipated cost increases in their initial proposal, though pricing may vary by contract year if proposed in advance. All costs related to recruitment services, including sourcing, screening, interviews, reference checks, candidate presentation, advertising, and background checks, must be incorporated into the total cost proposal, though reasonable direct search-related expenses and background checks may be billed separately when applicable. The University does not currently have an executive search firm under contract, though the South Dakota Board of Regents maintains three firms under separate Statements of Work. Offerors must demonstrate experience in healthcare or medical leadership within higher education and provide three references, with two from healthcare or medical and higher education sectors. Vendors may propose milestone-based payment structures tied to defined deliverables and should include resumes of proposed recruiters with their proposal. Insurance requirements include commercial general liability of at least $1 million per occurrence, professional liability of not less than $1 million, business automobile liability of at least $1 million per accident, and workers' compensation insurance as required by South Dakota law, with certificates due prior to work commencement.
