About this file

The document is a Response to Offeror Questions for the South Dakota Public Broadcasting (SDPB) annual audit Request for Proposal (RFP #25RFP14553), covering fiscal years 2025-2028. SDPB is seeking a qualified certified public accounting firm to conduct a comprehensive financial audit of its consolidated financial statements, with the initial contract period spanning from June 30, 2025, to June 30, 2028, and potential renewal options for three additional three-year periods. The proposal is to be submitted electronically by May 23, 2025, with an anticipated award and contract negotiation date of June 4, 2025. The audit will require issuing an opinion on financial statements, reporting on compliance with legal requirements, and following Government Auditing Standards and Uniform Guidance requirements.

The procurement involves a competitive bidding process with specific vendor qualifications, including active certification from the South Dakota Board of Accountancy and compliance with continuing education requirements. While no specific budget range is disclosed, the State reserves the right to negotiate cost structures with the highest-ranked offeror. The audit will cover SDPB's financial operations, which involve collaboration with the Bureau of Information and Technology's Finance department and the Bureau of Finance & Management. Historical audit fees have ranged from $17,850 to $19,900, and the current audit will be conducted remotely or onsite, with fieldwork planned for late September/early October. The audit results will be presented virtually to the SDPB Board and must meet reporting deadlines for the Corporation for Public Broadcasting.

1. Can the proposal be submitted electronically or do you require paper copies?

Proposals should be submitted electronically. An electronic signature is acceptable.

2. If we have changes to the contract, can we include suggested changes and our reason in our proposal?

Yes.

3. Can you provide some background on the accounting staff for SDPB?

Laura Peterson is employed by Friends of SDPB as acting Chief Financial Officer for SDPB. Laura has over 15 years of experience primarily in nonprofit and governmental accounting. She holds an active CPA license in the State of South Dakota. The CFO handles review of transactional accounting, financial reporting, grant reporting, audit preparation, budgeting and other strategic planning for SDPB.

All transactional accounting is processed by the Bureau of Information and Technology’s Finance department. This includes a posting deposit, processing invoices/p-cards, entry of capital assets, procurement, and other daily functions of the accounting process. Transactions are submitted to the Bureau of Finance & Management for review prior to payment issued by the State Auditor’s Office.

The Bureau of Finance & Management provides all year-end schedules for review by SDPB’s CFO. These schedules are used to prepare the financial statements.

4. Would you like separate proposals for each organization or one combined?

The proposal for SDPB will need to be submitted separately.

Yes.

7. Has there been any recent fraud or litigation issues?

No.

The audit should be available for Board approval at the November or December meeting to ensure our reporting deadlines can be met for the Corporation for Public Broadcasting.

9. When would the organizations be ready for audit fieldwork?

Late September / Early October.

10. Can the audit be conducted remotely or would you prefer onsite?

Audit fieldwork can be completed remotely or onsite.

11. How many auditors have historically worked on your audits?

Generally, there have been 3 individuals involved in our audit.

12. Are the audits presented to the board upon completion? If yes, can these be presented virtually or would you prefer in person?

Yes, audits need to be presented to our Board. Virtually is acceptable.

13. Does SDPB have a separate report issued in compliance with the Corporation for Public Broadcasting guidelines? If so, can you send us a copy of that report?

Funding received from the Corporation for Public Broadcasting is an appropriation of Federal funding and it is not subject to annual single audit testing requirements.

All publications are available on our Public Inspection Page: SDPB Public Inspection Files | South Dakota Public Broadcasting
