About this file
The document is a Response to Offeror Questions for RFP #25RFP14178, issued by the South Dakota Department of Labor and Regulation, seeking an independent public accounting firm to conduct annual audits of the Unemployment Insurance Trust Fund for fiscal years 2025 through 2029. The project requires two distinct cost proposals: one for a financial component audit and another for a comprehensive financial and single audit, with most years expected to require only the financial component and fiscal year 2027 potentially necessitating a full audit including compliance review. The proposal submission due date is April 30, 2025, with an anticipated award and contract negotiation date of May 12, 2025. The initial contract term is one year for auditing the fiscal year 2025 report, with options to extend annually through 2029.
Bidders must be licensed by the South Dakota Board of Accountancy and submit a Quality Review Report, along with references from at least two similar previous contracts. The proposal evaluation will focus on specialized expertise, technical competence, resource availability, past performance, and project management techniques. Travel costs will not be separately reimbursed, and bidders are expected to include any anticipated inflationary increases beyond the state's annual cost of living adjustment within their proposal. There are no specific set-aside designations or restrictions on organizational types mentioned in the procurement documents. Inquiries must be emailed to Emily Ward at Emily.ward@state.sd.us with the subject line "RFP #25RFP14178", with responses to be posted on the state's e-procurement system.

Responses regarding RFP #25RFP14178 Questions – Annual Audit of Unemployment Insurance Trust Fund
1. Regarding the Contract Terms and Conditions provided, to ensure adherence with professional standards, are vendors allowed to include exceptions provided by our legal team within the proposal or will there be a contract negotiation period following award? The legal team can include exceptions to the contract language in the proposal so they can be considered when selecting the vendor.
1. Our process also includes a requirement to sign an annual engagement letter on commercially reasonable terms. Is the State amenable to signing that? Should we include a sample engagement letter in our response? Yes, DLR would intend to sign an annual engagement letter per the industry standard.
1. Please confirm if you want the cost proposal in a separate document or if it can be section within the Technical Proposal. The cost proposal can be within the technical proposal.
