MEMORANDUM FOR DISTRIBUTION

SUBJECT: Q&A for RFP No. FA520921R0001 Operation & Maintenance of Tower Apartments at

Yokota Air Base, Japan

1. The purpose of this memorandum is to respond to the questions received by the prospective offerror(s).

2. The Government’s responses are hereby provided.

1. Solicitation Page 1 of 66 Block 8.

Please extend RFP Submission Deadline more 6 weeks from 28 December 2020. It seems that the total of work volume will be increased compared with current. After the site visit, we would like to get more time to understand solicitation and PWS and to prepare the estimate.

The Submission deadline will be extended to 13 Jan , 1000 hrs

2. General Does the Government have As-Built-Drawings of all buildings related to this project? If so, the contractor would like to ask the Government to provide the drawings.

As-builts will be provided as a reference point for offerors. These drawings will not be a part of the award package.

3. PWS 1.1.1.4 Does the contractor need to assign any staffs who will receive the service call at Yokota AB, 24 hours / 7 days / 365 days?

The PWS Para 1.1.1.4 states "The contractor shall have a central point of contact on base for receiving all requests for service, manned by bilingual (English/Japanese) specialists 24 hours a day, seven (7) days a week, including all recognized holidays."It will be amended to state that they need to be on-site

4. PWS 1.1.3.3. Does the contractor need to assign any emergency generator technicians at Yokota AB, 24 hours / 7 days / 365 days?

"Per PWS 1.1.3.3 ""The contractor shall have emergency generator technicians on call 24 hours a day, seven (7) days per week, and twelve (12) months per year."" The emergency generators shall be able to start the generator up within one hour of downtime as required by PWS 1.1.3.3. "

5. PWS 1.1.18.4.1. Please advise how many keys the Government would like the contractor manage.

There will be approximately 8,430 keys to be manage.

6. PWS 1.1.18.8.1. What is square meter of painting which the contractor should provide at one time? Please advise annual frequency of painting which the contractor should provide under new contract?

Painting surface area and frequency will be accomplished on as needed basis. DFARS 222.402-70 (d)(3) reads: Painting work of 200 square feet or more to be performed under an individual service call or order shall be considered to be subject to the Construction Wage Rate Requirements statute regardless of the total work-hours required. Therefore no painting with a surface area over 200 square feet will be performed under this contract.

7. PWS 1.1.18.9.1. Please advise annual frequency of fan coil units cleaning which the contractor provide under new contract? Should the contractor provide all of fan coil unit cleaning in Appendix B?

Has been revised in the PWS Para 1.1.18.9.

as, The base CLIN shall be inclusive of fan coil cleaning for 20 apartment units per year.

All fan coil cleaning exceeding this amount will be requested as Level II work.

8. PWS 1.1.18.10.1. How many bathtubs should the contractor provide recoating/refinishing annually? Please advise annual frequency of bathtub recoating which the contractor should provide under new contract.

PWS 1.1.18.10.1 has been revised to include the following. The base CLIN shall be inclusive of recoating services for five (5) bathtubs per year. Any recoating services requested that exceeds this will be requested as Level II work.

FAN COIL UNIT

CLEANINGS (per year) - 20:

Regarding this mention, does the contractor need to clean all of fan coil units for all apartments where has installed fan coil units at 20 times annually under new contract under new contract?

Please refer to answer No. 7. The 20 is the maximum number of cleanings the government will request as part of the base work for all 21 towers. This is not to mean that 20 fan coil cleanings will be requested anually. And each fan coil cleaning is inclusive of all fan coils in a single apartment.

Regarding this mention, does the contractor need to provide bathtub recoatings for all apartments where has installed bathtub at 5 times annually under new contract?

Please refer to answer No. 8. The five (5) is the maximum number of cleanings the government will request as part of the base work for all 21 towers. This is not to mean that five (5) bathtub recoating work will be requested annually.

11. PWS Appendix B The Government is asking the contractor to estimate 21 buildings (1. 2000, 2. 3000, 3. 3001,

4. 3002, 5. 3004, 6. 3006, 7. 3220, 8. 4300, 9.

4301, 10. 4302, 11. 4303, 12. 4305, 13. 2085,

14. 2091, 15. 1561, 16. 1562, 17. 1563, 18.

3003, 19. 3005, 20. 2080, 21. 4304) in solicitation. However, there is including the equipment of other buildings like Bldg. 1571, 1572 etc. in Appendix B. Does the contractor need to estimate other buildings in Appendix B?

The PWS identifies what type of facilities they are and the system/s and/or equipment located in them. These additional facilities are essential for tower operations and occupancy.

12. PWS 1.1.14.1 If the repair of defective appliance would take more than two man-hours by the contractor, is the Government going to provide standby kitchen appliances to the contractor as a replacement for defective one? And Is the contractor going to only transport appliances which can't repaired within 7 days to Bldg.

PWS 1.1.14.1, states that 'One each of all kitchen appliances will be provided as the initial standby stock for each Tower Apartment building.' However this has been modified in this amendment to state an initial standby stock of appliance (Quantities are 5 refrigerators; 2 stoves; 2 dishwashers;

2 washers; 4 dryers) will be available for the responsibility of appliances which can't repaired within 7 days.

Regarding All Towers of locations for Smoke detectors, does it mean that each 21 buildings except Bldg. 1571, 1572, 2095, 2096, 3023, 3024, 3021 has installed 2590 units?

The PWS mentions all smoke detectors location in the PWS pages B-8,B-16,B-21 and B-24.

15. General How many residents occupy the apartments? Occupancy rates for the following apartments AO 11 Dec:

B2000 - 99%; B3000 - 0%; B3001 - 65%;

B3002 - 100%; B3004 - 0%; B3006 - 100%; B3220 - 95%; B4300 - 93%; B4301

- 97%; B4302 - 99%; B4303 - 93%;

B4305 - 85%; B2085 - 100%; B2091 - 54%; B2080 - 0%; (B4304 - 19% for November); (B1561 - 40%; B1562 - 100%;

16. General Can the Government provide us with historical data on how many kitchen appliance repairs are performed in a year?

17. PWS 1.1.24.4. Waste Disposal. Does the Government pay for the cost of disposal or does the contractor?

Does the contractor respond to tenant work requests and if so are these requests approved by the COR first?

No COR approval needed

20. PWS 1.1.3.3. Sates that contractor shall have emergency generator technicians on duty 24 hours a day, seven (7) days per week, and twelve (12) months per year. Does the term “on duty” mean that these technicians must be on-site 24 hours per day?

Refer to question #4 response.

21. PWS 1.1.3.3 States that “The Contractor shall provide the fuel for the generator”. Will the Government reimburse the contractor for the cost of fuel?

22. PWS 1.1.18.10. Apartment Bath Tub Recoating/Refinishing. On average how many tubs required recoating per year?

Receipt of Service Calls

Does the Government require Service Call staff to be on site or can the contractor hire an answering service?

There aren't change of occupancy services required under this contract.

24. General Are change of occupancy services a contract requirement? If so, can you please provide

N/A historical data on the number of occupancy changes by month for the past three years.

25. General If required, what services are required for change of occupancy maintenance (floors, painting, cleaning, etc)?

26. General If required, what is the time requirement for completing a change of occupancy maintenance?

27. Atc5_PPQ Item 2g of the Atc5_PPQ requires the contractor to identify the type of Housing Maintenance Service building begin submitted as past performance. If a reference meets all or most of the service requirements noted in 2f, but is not a housing maintenance contract (for example, a hospital maintenance contract), will the reference be deemed relevant?

A hospital maintenance contract may be deemed relevant but it would have to have the same relevant service scope and complexity as detailed within the questionnaire to be rated highest.

28. Can the experience of a key subcontractor be submitted as a past performance reference?

Solicitation Page 58, Instructions Part III(d)(ii) states that "The Evaluation of PPI will not take into account past performance regarding…(ii) will not take into account past performance regarding subcontractors that will perform major aspects of the requirement when such information is relevant to this acquisition." IAW the solicitation the Government will not evaluate any past performance for a key subcontractor.

29. General Can the certifications/licenses provided IAW PWS para 1.2.1.1, 1.2.1.3.2 thru 1.2.1.3.7, submitted with the proposal, be from a contractor’s local national labor subcontractor or must they be licenses held by prime contractor/employees?

For the certificates that the contract manager is supposed to possess we will not permit licenses of a subcontractor. Other licenses needed may be held by a subcontractor on the condition that they will actually be working on-site.

30. PWS 1.2.1.1 The due date of the proposal is noted as December 28 in SAM.gov. The PPQs are noted as December 21, 2020 due date. Are these the correct due dates?

The PPQs are due earlier than the remainder of the proposal. However, due to the extension of the proposal, the PPQ submittal date will also be extended until 6 Jan 21.
