About this file

This is a Request for Information (RFI) and market research survey issued by the Defense Logistics Agency (DLA) Troop Support for a Respirator Outfit (NSN 4240-01-363-4699, RHINE AIR, INC P/N NF-1200A), classified as a Critical Safety Item. The survey deadline is Wednesday, July 15, 2026, with responses to be submitted to Luis Marrero at Luis.Marrero@dla.mil.

DLA Troop Support plans to issue an Indefinite Quantity Contract with a base term of either one or two years and potential one-year option periods, not to exceed five years total. The current estimated annual demand is 29 units. The survey seeks vendor input on whether the item qualifies as commercial or modified commercial under FAR 2.101, including details on materials, foreign content, production rates, inventory practices, and manufacturing processes. Key operational questions address transportation methods, delivery quantities per truckload, palletization, and standard delivery timeframes. The RFI requests pricing information on an FOB Origin basis, including quantity-sensitive pricing breakdowns, and inquires about vendor preferences for pricing mechanisms—whether fixed pricing across multiple years or use of an Economic Price Adjustment (EPA) tied to the Producer Price Index. Additional questions cover minimum and maximum ordering quantities, monthly supply capacity, surge capability for emergency situations, Electronic Data Interchange (EDI) capabilities, manufacturing challenges, and ability to respond to a compressed two-week RFP timeframe if the item is deemed commercial. Responses will remain confidential and are not binding on either party.

Critical Safety Item

DLA Troop Support is conducting market research on the above item to determine an acquisition strategy that will enhance our support of military customers worldwide as well as to determine what your industry will be capable of providing with respect to the required item. For this reason, DLA Troop Support would appreciate your firm sharing your expertise and insight into how these items can be most efficiently procured.

DLA Troop Support anticipates issuing a solicitation for the referenced item under an Indefinite Quantity Contract. The contract may be for a term of one year or two years. Further, it may contain an option to extend the term of the contract. If an option to extend the term of the contract provision is included in the solicitation, each option term would be one year. However, the total contract term will not exceed five years. The answer to the questions concerning pricing will be one of the factors that will help the Government to determine the term of the contract.

It should be noted that this inquiry, in no way, should be interpreted as a solicitation for offers. No information provided in response to this inquiry will be considered binding between the vendor and the Government. With these facts in mind, it is requested that you review the item(s) listed above and answer the questions on the attached pages. The answers you provide will remain confidential. Please return this survey to Luis Marrero, by C.O.B Wednesday, July 15th , 2026, by email at Luis.Marrero@dla.mil.

Thank you for your time and consideration.

Sincerely, Luis Marrero Acquisition Specialist
