About this file

This document describes Resource Utilization Groups (RUGs) levels for classifying nursing home residents according to their care needs. The RUGs IV system categorizes residents into eight groups - Rehabilitation Plus Extensive Services, Rehabilitation, Extensive Services, Special Care High, Special Care Low, Clinically Complex, Behavioral Symptoms and Cognitive Performance, and Reduced Physical Function. Definitions are provided for each group based on criteria such as activities of daily living dependency scores, types of therapy received, medical conditions, and behavioral or cognitive needs. Placements at the lowest RUGs levels of PA1 and PA2 should be minimized, as Veterans in those groups are generally more appropriately served in assisted living or at home. The effective date for this RUGs IV description is July 22, 2022.

The related federal contract opportunity is a solicitation from the Department of Veterans Affairs for contract nursing home services in Indianapolis, Indiana under solicitation number 36C25022R0108. Pricing, response dates, and other solicitation details are not provided in the attached documents.
