Statement of Work
Research data and Analysis of the Global Mobile Wireless Market
I. INTRODUCTION
This Statement of Work describes the types of research and data WTB/OEA has been using to benchmark the US Mobile industry in comparison to the Global market for Mobile
Communications Services.
II. BACKGROUND
In 2010, the FCC contracted with Research Company to provide the FCC research and data on the state of the global mobile wireless market. The research data provides the Commission the ability to track the growth of Wireless services in major markets. The core subscription service is a proprietary database: World Cellular Information Service (WCIS), which has become the mobile market data benchmark for service providers and vendors across the globe. It provides historical and five-year forecast data for subscriptions, market share, and penetration for every operator, every network and every country market. Of specific interest to the Commission is the migration of wireless technologies from Analog to 4G/5G technologies and beyond. The WCIS database provides detailed information on network vendors, subscriptions by technology and financial Key Performance metrics on carriers for many of these operators. The benchmark allows the Commission to measure the competitiveness of US mobile industry, gain insight on international trends.
The World Cellular Handset Tracker, a proprietary database that comprehensively monitors handset launches and pricing by operator, detailing the wider technical features of every handset within selected key developed and developing markets. The current handset tracker is being replaced by a new service by the research company, that widely tracks the growth of 5G services and its evolution over the next new generation of technologies.
The Replacement service is titled: 5G Accelerator. This new replacement service will now provide data and insight into 5G deployment from service provider, enterprise and consumer perspective. It includes reports, forecasts, market trends trackers, conference papers, and opinion pieces.
PURPOSE
FCC seeks access to a comprehensive global database of data and research for use on the mobile market, equivalent to the services described above. The research database needs to be kept updated continually and is also available for use through an online portal as well as available for downloads, this includes all data and research reports included in the services indicated above.
Additionally, the research company/needs to provide access to their research analysts to help understand the data and also provide or help create specific data extracts as needed to the FCC.
III. SCOPE OF WORK
The Research Company will assist the agency with tracking competition demand, growth and variety of devices available for use with wireless telecommunications services, and in so doing informs the process of establishing rules and policies for spectrum that may be licensed through the auction process, including the process of identifying spectrum that may be reproduced for more efficient uses. OEA/WTB will use the data to monitor market developments related to its licensing and operational oversight responsibilities, and for assessing competition in the market for wireless services. The data also provides and allows for comparisons on the growth of 5G and next generation wireless networks across the world. Data at a fairly fine level of detail is needed for most of the bureau’s needs.
IV. PERIOD OF PERFORMANCE
The period of performance shall consist of one base year (365 days) and three (3) option years.
V. TASKS
1. The Research database should provide historical and five-year forecast data for subscriptions, market share, and penetration for every operator, every network and every country market currently available.
2. Specifically, the database and research will provide data and analysis of wireless technologies from Analog to 4G/5G technologies and beyond. The database will provide detailed information on network vendors, subscriptions by technology and financial Key
Performance metrics on carriers such as Average Revenue per User, Average Data use per Subscriber, Total Revenues, Profitability, and allocation and use of Spectrum bands and associated performance metrics as determined by Industry benchmarks.
3. The research company to provide access to their research analysts to help understand their proprietary data and also provide or help create specific data extracts as needed to the FCC. The Analyst advisory services will be no more than 10 hours per quarter. The services may include email exchanges, face-to-face conversations, video or telephone communications.
