About this file
This is a Justification for Limited Source Justification (LSJ) under FAR Subpart 8.4 for a sole-source task order award.
The Department of War (DoW), Washington Headquarters Services (WHS) proposes to award a firm fixed-price task order to Science Applications International Corporation (SAIC) under its General Services Administration (GSA) Multiple Award Schedule (MAS) contract for interim sustainment, operations, data engineering, and system enhancements to the government-owned Resource Enterprise Services (RES) platform. The base performance period is six months, from September 30, 2026 to March 29, 2027. Services include operational sustainment and configuration of Program Review Collection and Analytical Applications (Issue Nomination, Issue Manager Tracker, Program Review Web Site), FYDP and PPBE Data Collection and Reporting Engines (Standard Data Collection System, CIS/FYDP Balancing Tool, FYDP Book and Associated Products, Metadata & Structure Managers), Data Warehousing and Portals, and Identity & Access Management. The primary objective is to prevent any lapse in authoritative Program Review analytics and safeguard preparation of the statutory Future Years Defense Program (FYDP) submission to Congress under 10 U.S.C. § 221. The order will be funded utilizing Fiscal Year 2026 Operations and Maintenance and RDT&E funds. The justification asserts that SAIC is the only vendor possessing requisite technical qualifications, proprietary familiarity, and immediate operational capacity to sustain the RES platform without catastrophic mission disruption or data integrity failures. Market research identified two alternative sources—Enspyre Management Services LLC and DreamCatchers Consulting LLC—but neither possesses turnkey, zero-day operational capability. The Contracting Officer will evaluate whether total proposed price is fair and reasonable using FAR 15.404-1 analysis techniques and will seek price discounts below established GSA MAS rates. The contracting activity has committed to executing a competitive follow-on procurement to satisfy the long-term requirement through full and open competition.

DEPARTMENT OF WAR
WASHINGTON HEADQUARTERS SERVICES
1155 DEFENSE PENTAGON
WASHINGTON, DC 20301-1155
WHS-2026-2256
JUSTIFICATION FOR LIMITED SOURCE JUSTIFICATION (LSJ)
UNDER FEDERAL ACQUISITION REGULATION SUBPART 8.4
1. AGENCY AND CONTRACTING ACTIVITY: The Contracting Activity is the Department of War (DoW), Washington Headquarters Services (WHS), Acquisition Directorate (AD), Enterprise Services and Innovation Division (ESID). Requiring Agency is the Office of the Secretary of War (OSW) Cost Assessment Program Evaluation (CAPE).
2. DESCRIPTION OF ACTION: The proposed action is to award a sole-source, Firm- Fixed-Price (FFP) task order to Science Applications International Corporation (SAIC) under its General Services Administration (GSA) Multiple Award Schedule (MAS) contract.
This task order will provide interim sustainment, operations, data engineering, and system enhancements for the government-owned Resource Enterprise Services (RES) platform.
Awarding this order on a limited-sources basis ensures the continuous, uninterrupted flow of authoritative defense programmatic and financial data to DoW leadership during the active Program Review cycle and directly supports the execution of OSW-CAPE’s statutory obligations. The order will be funded utilizing Fiscal Year 2026 Operations and Maintenance (O&M) funds and RDT&E funds.
3. DESCRIPTION OF SUPPLIES/SERVICES: The contractor shall provide all necessary personnel, management, supervision, and technical services required to maintain, operate, and enhance the government-owned RES platforms within Secret (SIPRNET) and Unclassified (NIPRNET) operating environments. This is a commercial professional IT and data engineering services requirement directly aligned with the Performance Work Statement (PWS) for RES PRISM support, encompassing:
• Program Review Collection and Analytical Applications:
Operational sustainment, configuration, and agile defect resolution for the core Program Review suite:
o Issue Nomination: Oracle APEX application collecting and routing component issue papers and resource sheets.
o Issue Manager Tracker (IMT): Classified SIPRNET Oracle APEX application adjudicating issue papers, tracking alternatives, generating leadership tracking reports, and exporting Comptroller Wizard files for loading into the Comptroller Information System (CIS).
o Program Review Web Site, Issue Team Request Site, and Front-Office Calendar:
Maintaining 24/7 classified/unclassified portals supporting 3-Star/PRMG leadership meetings and departmental guidance.
advantageous and viable procurement mechanism to satisfy the Government’s urgent requirement.
a) Unique and Highly Specialized Qualifications: As the incumbent developer and continuous architectural sustainer of the RES platform, SAIC personnel possess expertise regarding the unique agile Program Review data models, custom Extract-Transform-Load (ETL) data pipelines, and specialized heuristic reconciliation algorithms configured specifically for DoW weapon systems. Their engineers maintain direct, and current institutional knowledge of data schema anomalies across disparate legacy DoW accounting and logistics databases. SAIC as the incumbent, is the only vendor that can execute the requirement from day one without a transition period, onboarding risk, and knowledge transfer risk. An alternative contractor lacking this baseline expertise cannot maintain system stability during this short term bridge effort with active budget reconciliation cycles without high probability of unrecoverable data corruption.
b) Severe Injury to the Government: Onboarding a new contractor at this juncture without overlapping incumbent support, would require an estimated 60 to 90 day transition and onboarding runway, demanding extensive technical knowledge recapture during the peak of the Department's Program Review cycle. A disruption in RES availability would inflict immediate injury upon the Government:
o Statutory Non-Compliance: RES serves as the foundational data compilation engine utilized by OSW-CAPE to generate the Future Years Defense Program (FYDP). A service lapse directly compromises the Department's ability to satisfy its statutory submission deadline to Congress under 10 U.S.C. § 221.
o Impairment of Planning, Programming, Budgeting, and Execution (PPBE): RES is the enterprise system utilized to capture, track, evaluate, and adjudicate programmatic issues and leadership budget adjustments. Interruption of service invalidates critical analytical modeling and paralyzes leadership decision-making.
o Defense Strategy Alignment: RES underpins Independent Cost Estimates (ICEs) and strategic portfolio evaluations directly supporting the National Defense Strategy. Any compromise to platform uptime or data integrity undermines baseline defense resource allocation.
c) Narrowly Tailored Bridge Scope: This action is strictly confined to the minimum duration necessary to ensure continuity while the competitive follow-on procurement is finalized and awarded.
5. BEST VALUE DETERMINATION: The Contracting Officer will determine if the proposed order represents the best value to the Government, resulting in the lowest overall cost alternative to satisfy the agency's mission-essential operational requirements.
In accordance with RFO Subpart 8.4 and GSAR Subpart 538.71, prices on the GSA Multiple Award Schedule have already been determined by GSA to be fair and reasonable. Additionally, in accordance with DFARS 208.404 and the applicable DFARS class deviation (DFARS 208.470(4)(d)), the Contracting Officer must evaluate whether the total proposed price is fair and reasonable using the proposal analysis techniques outlined in FAR 15.404-1, rather than relying solely on GSA’s initial schedule-level price determinations. Accordingly, prior to order award, the Contracting Officer will evaluate SAIC’s labor categories, labor mix, and proposed level of effort against the IGCE and historical ordering data from the predecessor contract. Furthermore, in accordance with schedule ordering procedures, the Contracting Officer will seek additional price discounts below SAIC’s established GSA MAS schedule rates prior to executing the order.
6. MARKET RESEARCH: Market research was conducted within the preceding 12 months to evaluate commercial capabilities across GSA Multiple Award Schedule (MAS) SIN 54151S (Information Technology Professional Services).
To test commercial interest and capability, the Contracting Officer published a Notice of Intent to Sole Source (NOI KS073120260727) on SAM.gov from September 10 to September 15, 2026, for a 6-month task order supporting the Resource Enterprise Services (RES) platform. Two capability statements were received and evaluated:
Enspyre Management Services LLC (SBA 8(a), HUBZone, SDB): Enspyre demonstrated impressive technical acumen in Oracle APEX, DevSecOps pipelines, and federal financial system sustainment (DOL, IRS). However, Enspyre explicitly established that assuming sustainment requires a mandatory 90-day transition runway (Capture, Prove, Parallel). On a 180-day bridge contract, a 90-day onboarding period consumes 50% of the period of performance and directly overlaps with peak Program Review operations and the statutory delivery of the President’s Budget Future Years Defense Program (FYDP) under 10 U.S.C. § 221. Transitioning during this operational milestone creates an unacceptable risk of budget reconciliation breaks and statutory non-compliance.
DreamCatchers Consulting LLC (SDB, ISBEE/IEE): DreamCatchers demonstrated capabilities in general IT support and administrative workflow tools (e.g., Kofax form development, website administration), but lacks experience in complex defense financial systems or PPBE multi-system reconciliation pipelines (CIS/PRCP/NGRMS). DreamCatchers conceded that its prior engagements are not direct substitutes for the incumbent role and proposed a phased discovery/stabilization runway that cannot support immediate peak-load operations without substantial disruption.
Neither responding source possesses the turnkey, zero-day operational capability required to sustain RES during the 6-month period of performance without high operational risk. Science Applications International Corporation (SAIC) is uniquely positioned as the incumbent architectural sustainer with immediate code custody, cleared on-site staff, and deep familiarity with legacy schema anomalies.
7. OTHER SUPPORTING FACTS: N/A
8. ACTIONS TO REMOVE OR OVERCOME ANY BARRIERS THAT LEAD TO
THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION
FOR THE SUPPLIES OR SERVICES IS MADE: The Contracting Officer has reviewed available GSA schedule vehicles. Given the extreme technical risks associated with platform transition during active Program Review, competition for this immediate 6-month action was determined unfeasible. However, the requirement has been sized to the bare minimum duration required to complete the competitive action. The requiring activity (OSW-CAPE) and WHS Acquisition Directorate are actively executing a competitive follow-on strategy to satisfy the long-term requirement through full and open competition among qualified industry partners. The follow-on procurement package incorporates a comprehensive technical data package, refined performance work statement, and an established transition timeline designed to foster robust competition and eliminate barriers to entry for non-incumbent contractors.
9. If this acquisition is for new work as a logical follow-on to on original Federal Supply Schedule (FSS), was the original order was placed under the FSS ordering procedures?
☒Yes, the original acquisition was issued on a competitive basis.
☐No, a copy of the previous justification is attached. The actions to remove any barriers to competition cited on the previous justification ☐ were ☐ were not completed
☐Not Applicable. This is a new requirement.
