About this file

This document is a Single Source/Brand Name Justification form for the United States Department of Agriculture's National Science Laboratories (NSL-Gastonia). The document seeks to acquire a Memmert USA vacuum oven (VO101) and vacuum pump (PMP 101) for specialized moisture testing, with a total estimated price of $26,305.56. The justification explains that previous cheaper oven and pump models struggled to maintain required vacuum levels and were not designed to work together or perform the specific testing needed.

The laboratory conducted market research and determined that the Memmert USA models are superior, providing accurate low-pressure vacuum and stable oven temperature for their required testing. The justification is processed under FAR 13.106-1(b)(1) for a single source procurement, citing that the recommended equipment is the only source reasonably available that meets their precise technical requirements. The document is certified by Ross Simmons (Program/Technical Personnel) and Matthew Phillips (Contracting Officer) and is associated with Requisition 1152128 for the USDA's National Science Laboratories in Gastonia, NC.

United States Department of Agriculture Single Source/Brand Name Justification

Less Than the Simplified Acquisition Threshold (SAT) FAR 13.106-1(b)(1)

Control No. (if applicable) Requisition 1152128

1. Identification of the agency and the contracting activity.

AMS-S&T-LATD-National Science Laboratories.

Seeking Memmert USA vacuum oven and pump.

2. Description of supply or service required to meet the agency’s needs.

Acquisition of Memmert USA vacuum oven and vacuum pump.

3. Rationale or circumstances for limiting competition.

FAR 13.106-1(b)(1) - Only one source is reasonably available.

NSL-Gastonia historically purchases cheaper models of ovens and pumps that will work for a short time, but then struggle to maintain required vacuum levels to pass annual calibration attempts. The pumps and ovens aren’t designed to work together and are often not even designed for the purpose we use them for. We have to ‘rig’ the pumps and ovens to work as we need them to.

The Memmert USA VO101 and PMP 101 are designed to work together and are top tier oven and pump units that are built together into a single tower. They are also designed to perform the type of testing we are performing which many of the vacuum ovens on the market are not. The laboratory has purchased other models in the past and they struggle to hold the low-pressure vacuum that this testing requires.

When an oven begins to leak or have pressure issues, a great deal of employee time can be wasted on repairs and patches and replacing the ovens/pumps occurs more frequently.

4. Description of the market research conducted and the results or a statement of the reason market research was not conducted.

NSL-Gastonia priced a variety of models and units from other manufacturers. The Memmert USA VO101 and PMP 101 are superior models that will provide the accuracy in low pressure vacuum and stability of oven temperature that this testing will require for accurate results.

5. Estimated price, including all options, if applicable.

$26,305.56.
