About this file

This document outlines technical and operational requirements for a postage meter system procured for the Indian Health Service (IHS). The solution must print USPS Intelligent-Meter-Package-Barcodes (IMpb) compliant labels and be FedRAMP authorized to protect personally identifiable information and government data that is exchanged with the USPS system, including recipient names and addresses. The postage meter must achieve minimum processing speeds of 115 letters per minute using weight and size-based metering on standard #10 envelopes, or 180 letters per minute in batch mode, and must include a minimum 30-pound interfaced scale with automatic envelope feeder capability.

The system must automatically process mail of mixed sizes, weights, and thicknesses while applying correct postage for each piece, seal envelopes up to 5/8 inches thick, and enable package shipping via USPS, UPS, or FedEx directly from the mail machine with IMpb-compliant labels without requiring a separate computer. Additional required capabilities include printing USPS 1st-class stamps and Priority IMpb labels as a backup option if the machine becomes inoperable, printing return addresses on blank envelopes, and providing web-based analytics accessible from any computer. The document notes that FedRAMP authorization requirements for any cloud services should be verified with the organization's IT department.
