About this file
This is a Single Source Determination document using Simplified Acquisition Procedures for a federal contract action not exceeding the Simplified Acquisition Threshold.
The Department of Commerce, NOAA National Marine Fisheries Service, Alaska Fisheries Science Center seeks to modernize trawl equipment through a single-source contract with Nor'Eastern Trawl Systems Inc. (SAM UEI: SLGKM721HNJ6, located at 7910 NE Day Road West, Bainbridge Island, WA 98110). The procurement combines the purchase of trawl doors, trawl bridle materials, and a codend liner needed for the Northern Bering Sea Ecosystem Surface Trawl survey (NBEST) and the Fall Eastern Bering Sea Juvenile Fish survey (SEBS, BASIS), with implementation critical for 2026 and beyond. The contracting officer determined that only one source is reasonably available based on compatibility requirements with existing equipment and exclusive technical authorization. Nor'Eastern Trawl Systems previously manufactured the mid-water trawl doors currently in use on AFSC-chartered research vessels and possesses exclusive technical rights to repair Cantrawl bottom/mid-water trawl nets as an authorized servicing dealer. Cantrawl has no other authorized servicing dealers or distributors in the continental United States. Market research confirmed Nor'Eastern's historical performance on past purchases, authorized dealer status with Cantrawl, and exclusive manufacturing status for the mid-water trawl doors without external distributors or resellers. The determination was signed by Contracting Officer Jason Jenks on April 7, 2026, with certifications from Emily Fergusson (Fisheries Research Biologist/COR) and Robert Foy (Director, AFSC).

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
REQUIREMENTS-26-2106
1. Agency and contracting activity. Department of Commerce, NOAA National Marine Fisheries
Service, Alaska Fisheries Science Center – Field Delegate Action.
2. Identification of the single source or the brand name to be solicited.
Description of supplies or services required to meet agency needs (including the estimated value). The purpose of this acquisition is to modernize trawl equipment used on the Northern Bering Sea Ecosystem Surface Trawl survey (NBEST) and the Fall Eastern Bering Sea Juvenile Fish survey (SEBS, BASIS). This contract will combine, into one contract, the purchase of trawls doors, trawl bridle materials, and a codend liner. This contract is critical to the successful implementation of these surveys in 2026 and beyond.

3. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement – The Sole-Source vendor identified above has previously manufactured the mid-water trawl doors in use on AFSC-chartered research vessels. New doors are needed to replace aging doors which are in disrepair and compatibility with the same mounts, design, and function for AFSC sea surveys. The doors manufactured by NETS Inc. are designed for the type of surveys conducted by the agency and have specific features needed to maintain safety and stability during long trawl deployments.
Also, as a part of this procurement, NETS is manufacturing a new TS-II rigging assembly for an agency-owned Cantrawl net. Nor’Eastern Trawl Systems has acquired exclusive technical rights to repair Cantrawl bottom/mid-water trawl nets and is an authorized servicing dealer for Cantrawl. Cantrawl does not have any other authorized servicing dealers or distributors listed for the continental United States. Nor’Eastern Trawl Systems has repaired and provided replacement assemblies for agency-owned Cantrawl nets since the agency started using these products.
4. Market Research.
REQUIREMENTS-26-2106 NETS Trawl Doors and nets
Historical purchases were reviewed for cost and delivery information. Nor’Eastern Trawl Systems has confirmed in the past that they are an authorized servicing dealer for Cantrawl (confirmed on Cantrawl’s website) and can repair Cantrawl products/provide replacement assemblies to original specifications. Nor’Eastern is also the exclusive source for the mid-water trawl doors they manufacture. They do not have authorized external distributors or resellers.
5. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
