About this file

This document is a Statement of Work (SOW) for the Greater Atlantic Regional Fisheries Office (GARFO) Information Technology Support Services. The SOW outlines comprehensive IT support requirements across multiple technical roles, including Software Developers, Programmer Analysts, Help Desk Specialists, and Database Specialists, totaling approximately 20,480 hours of support. The contractor will provide critical technology services to support GARFO's fisheries management operations, including software development, system maintenance, technical support, and database management for systems covering fishery allocation, permit tracking, vessel reporting, and protected resource data management.

Key technical requirements include working with complex Oracle database technologies, web and mobile application development, and supporting IT infrastructure for GARFO staff and fishing industry users across the Northeast United States. The work will be performed primarily at GARFO's Gloucester, Massachusetts location, with potential for remote work and occasional travel. Contractors must comply with strict IT security policies, maintain confidentiality, and adhere to Section 508 accessibility standards. The support services will enable GARFO to manage fisheries resources effectively, support various fishery management councils, and maintain robust technological systems for the fishing industry.

GARFO provides the administrative and technical infrastructure to support the information requirements and decision-making processes of Regional Fishery Management Councils. GARFO is responsible for planning, organizing, and implementing programs for fishery management, resource allocations, and habitat and protected species conservation.

GARFO does extensive analysis of impacts associated with fishery management activities; implements programs to maintain robust habitats and stocks of living marine resources; coordinates state/Federal cooperative programs with and among the states, fishery management councils, marine fisheries commissions, and other Federal agencies.

2.0 Scope

GARFO’s Technology and Data Management (TDM) division is responsible for providing technical support for approximately 250 internal and many external customers (fisheries management councils, states, other fishery management groups, and commercial fishing industry users).
