About this file

This is a Notice of Intent to Award a Noncompetitive Contract for technical and engineering support services related to NOAA's Advanced Technology Demonstrator (ATD) Radar Back End. The National Oceanic and Atmospheric Administration (NOAA), through its Acquisition and Grants Office Western Acquisition Division, intends to award a sole-source contract to General Dynamics Mission Systems (GDMS), UEI: LDUJLC79HNK5, under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.103-1. The contracting office is located at 325 Broadway, Boulder, Colorado 80305, with the contract specialist being Heidi Washburn (Heidi.washburn@noaa.gov) and the contracting officer being Remo Dela Cruz (remo.dela-cruz@noaa.gov).

The requirement encompasses continued technical and engineering support for ongoing improvements and obsolescence remediation of NSSL's ATD radar as part of the Phased Array Radar (PAR) research program, which supports NOAA's mission to enhance severe weather warning systems. Services include research, design and implementation of system improvements, continued system development, and operational support and sustainment of the ATD system. Work will be performed at the NSSL site in Norman, Oklahoma. The anticipated period of performance is May 2026 through May 2031, structured as five one-year ordering periods. The procurement is classified under NAICS Code 541330 (Engineering Services) and Product Service Code R425 (Support - Professional: Engineering/Technical). No small business set-aside applies. GDMS is identified as the sole source due to its foundational role as primary developer and architect of the PAR program and its proprietary expertise with the equipment and source code. Interested firms may submit written affirmative responses demonstrating comprehensive understanding of requirements and capability no later than the due date specified in this notice, though the Government reserves discretion to determine whether to conduct a competitive procurement.

This is a notice of intent to award a noncompetitive contract action. The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Western Acquisition Division (WAD), Ocean and Atmospheric Research (OAR) and National Severe Storms Laboratory (NSSL) intend to award a noncompetitive contract action for Advanced Technology Demonstrator (ATD) Radar Back End Improvements and Engineering Test Support Services.

(1)Point of Contact:

Contract Specialist: Heidi Washburn Email: Heidi.washburn@noaa.gov Contracting Officer: Remo Dela Cruz Email: remo.dela-cruz@noaa.gov

(2)Contracting Office Address: 325 Broadway, Boulder, CO 80305 (3)Set-aside: Not applicable. The Government does not intend to set-aside this procurement for a small business program.

(4)North American Industry Classification System Code: 541330 - Engineering Services (5)Product Service Code: R425 – Support - Professional: Engineering/Technical (6)Intended Source: General Dynamics Mission Systems, UEI: LDUJLC79HNK5 (7)Description:

The Government requires continued technical and engineering support for on-going improvements and addressing obsolescence within NSSL’s ATD radar as part of its Phased Array Radar (PAR) research program. The PAR research program plays a critical role in supporting NOAA's mission to enhance the quality, coverage and accuracy of severe weather warning systems. Specifically, the ATD radar plays a central role in evaluating and developing cutting-edge PAR technology to improve weather detection and forecasting capabilities. This acquisition is essential in providing ATD back-end technical and engineering support for the continued sustainment and development of the ATD radar. The requirement includes research, design and implementation of system improvements;

continued system development; and operational support and sustainment of the ATD system. The services required under this acquisition are anticipated to be performed at the NSSL site located in Norman, Oklahoma.

The anticipated period of performance for this requirement is May 2026 – May 2031, with five, one-year ordering periods.

NOAA intends to award a sole-source contract to General Dynamics Mission Systems (GDMS) under the authority of 41 U.S.C. 3304(a)(1), use of noncompetitive procedures implemented by FAR 6.103-1.

The intended source for this requirement is GDMS. GDMS played a foundational role as a primary developer and architect under the joint Federal Aviation Administration and NOAA Multi-Function PAR program. GDMS possesses the institutional knowledge and technical expertise of the PAR program. Because this requirement involves critical enhancements to proprietary equipment and source code originally designed by GDMS, no other source can satisfy the government’s needs without causing unacceptable risks and delays to the NSSL mission. As a result, GDMS remains the only known source with the comprehensive experience required to ensure the successful continued development and sustainment of this specialized system.

This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. Firms who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirements.

All written responses must include proof of possessing permits and a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within its discretion. Affirmative written responses must be received no later than the due date and time of this notice.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
