STATEMENT OFWORK
National Oceanic and Atmospheric Administration
Samoa Atmospheric Baseline Observatory Driveway Repairs Samoa Atmospheric Baseline Observatory, Tutuila Island, American Samoa
A. PURPOSE:
The American Samoa Atmospheric Baseline Observatory (SMO) requests services to repair the
0.5 mile paved asphalt road that connects the main road (Route 1 in the village of Tula) with the observatory. Work shall include, reinforcing the edges of the road using wood nibs and concrete, installing concrete swales at portions of the road, widening two turns, hot melt and seal a portion of the road and installing a new drainage system at the base of the mountain.
B. BACKGROUND:
The National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) operates a year-round long-term atmospheric research facility on Cape Matatula, American Samoa. The American Samoa Atmospheric Baseline Observatory (SMO) is one of NOAA’s four atmospheric baseline observatories worldwide and monitors the composition of air flowing off the Pacific Ocean. Sitting on a 26.7-acre parcel of land, the observatory hosts a number of complementary atmospheric research projects from universities, federal agencies, and foreign research groups.
Logistically, a 0.5 mile paved asphalt private road connects the main road (Route 1 in the village of Tula) with the observatory facility. Following the contours of the hillside, it is a narrow road with many twists and steep hills. The driveway can be challenging for longer vehicles due to the narrow width, rolling topography, and occasional sharp corners. All Wheel Drive and Four Wheel Drive vehicles are recommended for accessing the observatory, especially when the roads are wet from rain storms. Trees and dense vegetation may also pose an overhead obstruction for the tallest vehicles and/or vehicles that are extra wide.
American Samoa is a highly corrosive environment. The island receives frequent, heavy rainfall (approx. 200 inches of rain annually) and averages around 80 degrees F (26.7 C). The high humidity and salt spray from the ocean expedite corrosion, making repairs to the narrow road imperative for the safety of the staff and visitors of the observatory. This solicitation is a follow-on project to two road repairs made in 2020 and 2024. The road repair in 2020 was specifically designed to simply repave the upper 1700 ft of road and did not include edging or drainage systems. The road repair in 2024 was to simply re-pave the bottom half of the road (about 1700 ft) and install wood nibbing for edge reinforcement. Due to the highly corrosive environment we request additional services in this solicitation to reinforce the edging of the road and widen certain areas in order to create a safer driving environment for staff and public outreach visitors.

C. PROJECT SCOPE:
GML requests modifications and repairs to be made to the existing paved asphalt driveway that connects the main road (Route 1 in the village of Tula) with the observatory.
The general scope of services required for this project include, but are not limited to: labor, material, equipment, transportation, warranty and other related services for completing the full construction as described within this scope of work.
1. Contract Line Item 01: Hot Melt and Seal Existing AC Pavement Driveway
The top portion of the driveway (approximately 1000 ft) that was repaved in 2020 is cracking and in need of hot melting, filling the cracks and sealing the existing AC pavement driveway.
Work shall include:
1.1. Sealing of the existing asphalt cracks from location STA 0+00 to STA 9+83 specified on Attachment 1.
1.2. Saw cut or clean and remove any loose surface of the existing AC edges. Apply emulsion and then fill up with the gap.
1.3. Broom and then apply the emulsion on the surface of the existing pavement.
1.4. Supply, place and roll to compact the asphalt
1.5. Seal asphalt
2. Contract Line Item 02: Option: New Drainage System at Bottom of Mountain
The existing road in Figure 3 shows the drainage issues found at the base of the mountain at the start of the driveway turning right off of US 1 and onto the driveway. The existing road requires drainage repairs to alleviate pooling of water after heavy rainfalls. The contractor shall provide drawings and submittals prior to performing the work.

See Attachment 2 for drawings. Drawings are for reference only and the contractor will submit new drawings prior to the work. Work is to include:
2.1. Excavate, backfill, shape and grade subgrade as well as the base course
2.3. Prepare earthwork for the GRP Apron and GRP Swale
2.4. Supply, place, and compact base course as well as formwork fabrication and setup
2.5. Supply and pour the 4000 psi concrete as well a cure and test the concrete for the dish
2.6. Construct glass reinforced plastic (GRP) Apron on both inlet and outlet
2.7. Construct GRP Swale at the discharge side of the dish
2.8. Install poly fibre reinforced concrete at the rate of 1 bag per 1 cubic yard.
2.9. In addition to the poly fibre, No. 5 rebar x 30” long tie-bars shall be installed at the construction joints at 1 foot centers. The construction joints shall be every 10ft along the longitudinal direction crossing the 14’ wide road pavement.
3. Contract Line Item 03: Option: Install Concrete Swale and Wood Timber Nib Edging
The existing top half of the driveway (approximately 1000 feet) is cracking and needs repairs to the edging of the driveway. The contractor shall provide drawings and submittals prior to the work. Exact locations and details are specified on Attachment 3 and Attachment 4. The work shall include:
3.1. Installation of wood timber edging at the cliff side of the pavement from the observatory to 1000 ft down the driveway.
3.2. Timber edging will be installed from STA 0+00 to STA 5+80 and then STA 6+00 to 9+83 as shown by Detail 6 on Attachment 3.
3.3. Installation of concrete swale at the opposite side of the driveway from the observatory to 1000 ft down the driveway. Concrete swale locations are detailed by the red line as shown by Detail 3 and specified on Attachment 3.
3.4. The concrete swale shall be installed at locations in red from STA 0+00 to 9+83 on Attachment 4.
3.5. Prepare the subgrade; supply, place, and compact the basecourse.
3.6. Supply, place, cure, and test the concrete for the swale
3.7 Backfill both the timber edging and the concrete swales to restore natural slope.
Compact and provide stabilized material to hold backfill soils in place until ground coverage restores.
4. Contract Line Item 04: Option: Widening Two Turns of the Driveway and Place, Compact and Finish 6” of 4000 Psi Concrete (Poly Fibre reinforced)
Contractor shall widen the driveway at two sharp turns as well as provide and pour concrete finish and provide proper concrete swale and timber edging. The locations and details are specified in Attachment 3 and 4. Work shall include:
4.1. Provide 55’ of 4000 psi concrete nib at location STA 5+70,50 to STA 6+00 described by the orange line on Attachment 4 and shown by Detail 4 on Attachment 3. Process shall be:
4.1.1. Excavate down 10”
4.1.2. Backfill with 4” of AC Millings
4.1.3. Install Timber edgings
4.1.4. Place, compact and finish 6” of 4000 psi concrete (Poly Fibre reinforced)
4.2. Widen driveway at Turn 1 at location STA5+70,50 to STA 6+00.
4.3. Widen driveway at Turn 2 at location STA 15+00 to STA 16+15.
4.4. Provide 55’ of 4000 psi concrete nib at location STA 15+00 to STA 16+15 as shown by Detail 5 on Attachment 3. Process shall be:
4.4.1. Excavate down 10”
4.4.2. Backfill with 4” of AC Millings
4.4.3. Install Timber edgings
4.4.4. Place, compact and finish 6” of 4000 psi concrete (Poly Fibre reinforced)
5. Contract Line Item 05: Option: Install One Concrete Apron and One Asphalt Landing
Contractor shall install a concrete apron from the driveway to the generator enclosure building.
See Attachment 4 for size and location. Contractor shall install an asphalt landing 16’ by 4’ in size at the specified location STA 9+83 shown in Attachment 4.DRAFT
D. POST AWARD CONFERENCE
The purpose of this meeting (virtual or in person) is to discuss and develop a mutual understanding of the administrative requirements of the Contract including but not limited to:
daily reporting, invoicing, safety, site access, outage requests, schedule requirements, quality control, and schedule of prices, shop drawings, submittals, prosecution of the work, government acceptance, final inspections and contract close-out. Contractor must present and discuss their basic approach to scheduling the construction work and any required phasing. Contractor attendees must include the Project Manager, Superintendent, Site Safety and Health Officer (SSHO), Quality Control Manager (QCM) and major subcontractors. Superintendent, SSHO and QCM shall be designated in writing.
E. SAFETY AND HEALTH PLAN
Site activities performed in conjunction with this project may pose safety hazards which require specialized expertise to effectively address and eliminate. The contractor shall be responsible for preparing and implementing an effective safety and health program, to include a site specific safety and health plan. The contractor’s Safety and Health Plan shall conform to the requirements defined in U.S. Army Corps of Engineers (USACE) Safety Manual EM385-1-1. Plan must be submitted within 30 days of award and must be approved before the contractor is given notice to proceed with construction.
Contract Personnel visiting the observatory must have federal identification available. A background check may be required for personnel accessing government facilities. The names of all Contract Personnel visiting the site shall be reported to the Technical Contact(s) at least seven
(7) days in advance of the site visit. NOAA must be informed if any Contract Personnel are foreign nationals – additional security clearance may be required. Contract Personnel must be escorted in government facilities.
F. QUALITY CONTROL PLAN
The contractor shall develop, implement, and document an effective project specific quality control plan in accordance with USACE Engineer Regulation (ER) 1180-1-6, Construction Quality Management. This quality control plan shall be submitted to the Contracting Officer for approval within 30 calendar days after contract award. All projects (over $750K) require a QC manager with a certificate of completion from a USACE Construction Quality Management for Contractors (CQM-C), 16-hour course within the last 5 years. This class is available online.
G. PAYMENTS
Advance payment shall never be made for HMA and materials that have not been installed into the work. Payment for the HMA shall be made based on actual completion of work. The Contractor shall coordinate all work with the NOAA Administrative Contact to ensure that project costs are not exceeded. It is understood that this is a firm fixed price contract and the required work effort will be at the stated contract price. Payment will be based on successful completion of the contractual requirements, and will not be based on weight of material. The precise details of performing the work are not stipulated except as considered essential for the successful completion of the work.
H. PROJECT SCHEDULE
The contractor shall submit a detailed schedule showing all phases of design and construction, including testing, inspection/acceptance, commissioning, training, and other activities as required. Schedule shall be submitted electronically in Microsoft Project compatible formats and .pdf format. Schedule updates are required to be submitted with monthly pay requests. For detailed scheduling requirements, see Attachment 1 Project Construction Progress Schedule.
I. HOURS OF OPERATION
The contractor is responsible for performing between the hours of [7:00 AM to 4:30 PM, Monday through Friday], except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this statement of work when the Government facility is not closed for the above reasons.
Work outside regular working hours requires Contracting Officer approval. Requests must be submitted 14 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. See Section 10 Utilities for outage information.
Contractor must at all times have someone on property that speaks fluent English.
J. ENVIRONMENTAL PROTECTION
Provide and maintain, during the life of the contract, environmental protection as required. Plan for and provide environmental protective measures to control pollution that develops during construction. Plan for and provide environmental protective measures required to correct conditions that develop during the construction of permanent or temporary environmental features associated with the project. Protect the environmental resources within the project boundaries and those affected outside the limits of permanent work during the entire duration of this Contract. Comply with federal, state, and local regulations pertaining to the environment, including water, air, solid waste, hazardous waste and substances, oily substances, and noise pollution.
Tests and procedures assessing whether construction operations comply with Applicable Environmental Laws may be required. Analytical work must be performed by qualified laboratories; where required by law, the laboratories must be certified.
Prior to start of any onsite construction activities, perform a Preconstruction Survey of the project site with the Contracting Officer or the COR and the designated NOAA Environmental Representative. Survey shall include photographs showing existing environmental conditions in and adjacent to the site.
Minimize interference with, disturbance to, and damage to fish, wildlife, and plants, including their habitats. The protection of rare, threatened, and endangered animal and plant species identified, including their habitats, is the contractor's responsibility. Preserve the natural resources within the project boundaries and outside the limits of permanent work. Restore to an equivalent or improved condition upon completion of work. Confine construction activities to within the limits of the work indicated or specified.
If asbestos, lead paint, petroleum-contaminated soil, or suspected hazardous waste is found during construction that was not identified in the Contract documents, immediately notify the Contracting Officer. Do not disturb this material until authorized by the Contracting Officer. The contractor shall provide the necessary licensed Industrial Hygienist to confirm in writing the presence and scope of the hazardous material. The Contracting Officer will issue direction on how to handle the unexpected hazards described by the contractor.
Do not dispose of hazardous waste on Government property. Do not discharge any waste to a sanitary sewer, storm drain, or to surface waters or conduct waste treatment or disposal on Government property without written approval of the Contracting Officer.
The contractor shall minimize the presence of dust at all times, including during nonworking periods. Sprinkle or treat, with dust suppressants, the soil at the site, haul roads, and other areas disturbed by operations. Dry power brooming will not be permitted. Instead, use vacuuming, wet mopping, wet sweeping, or wet power brooming. Only wet cutting will be permitted for cutting concrete blocks, concrete, and bituminous concrete. Do not unnecessarily shake bags of cement, concrete mortar, or plaster. Since these products contain Crystalline Silica, comply with the applicable OSHA standard, 29 CFR 1910.1053 or 29 CFR 1926.1153 for controlling exposure to Crystalline Silica Dust.
The contractor shall implement best management practices (BMPs) for dust control and reducing equipment emissions during construction, including:
1. Watering exposed surfaces.
2. Covering haul trucks transporting loose material.
3. Removing visible mud or dirt track-out onto adjacent public roads.
4. Limit vehicle speeds on unpaved areas.
5. Minimize idling times.
Burning of trash or rubbish is not permitted on project site.
Monthly Invoices: Contractor is required to submit monthly invoices to COR via the IPP system.
Invoices are due by the 7th of each month. The COR will review the invoices and either return them for corrections or process them for payment.
Site Restrictions: Contractor employees must park privately owned vehicles in an area designated by the Contracting Officer. Employee parking must not interfere with existing and established parking requirements of the Government installation. Smoking is prohibited within and outside of all buildings on site, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
Dumpsters: Contractor must provide their own dumpster for all disposal of all trash
K. PERIOD OF PERFORMANCE
Period of performance is 160 days after Notice to Proceed. Work must be coordinated with the SMO Station Chief due to station and residential access along the road.
L. FINAL INSPECTION
The contractor shall provide no less than 10 working day notification to the COR prior to final inspection. The purpose of the final inspection is to ensure all systems are fully operational and ready for acceptance by the Government. If any system fails, the contractor shall be liable to pay any costs for government personnel to travel for re-inspection. The Site QC Manager shall sign off on request for final inspection, verifying all items have been completed and are operational and ready for Government acceptance.
M. WARRANTY
At least 30 days before the final inspection, submit two sets of the warranty plan organized in a 3-ring binder. Include within the warranty plan all required actions and documents to assure that the Government receives all warranties to which it is entitled. The plan narrative must contain sufficient detail to render it suitable for use by future maintenance and repair personnel, who may not be familiar with this contract. The construction warranty period must begin on the date of project acceptance and continue for the full product warranty period. Conduct a joint 6 month and 11 month warranty inspection, measured from time of acceptance; with the contractor, Contracting Officer and the owner representative.
The warranty management plan must include, but is not limited to, the following:
Roles and responsibilities of personnel associated with the warranty process, including points of contact and telephone numbers within the organizations of the contractors, subcontractors, manufacturers, or suppliers involved.
For each warranty, the name, address, telephone number, and e-mail of each of the equipment representatives nearest to the project location.
A list and status of delivery of Certificates of Warranty for extended warranty items, including roofs, HVAC balancing, pumps, motors, transformers, and for commissioned systems, such as fire protection and alarm systems, sprinkler systems, and lightning protection systems.
As-Built Record of Equipment and Materials list for each warranted equipment, item, feature of construction or system indicating:
(1) Name of item.
(2) Model and serial numbers.
(3) Location where installed.
(4) Name and phone numbers of manufacturers or suppliers.
(5) Names, addresses and telephone numbers of sources of spare parts.
(6) Warranties and terms of warranty. Include one-year overall warranty of construction, including the starting date of warranty of construction. Items which have warranties longer than one year must be indicated with separate warranty expiration dates.
(7) Cross-reference to warranty certificates as applicable.
(8) Starting point and duration of warranty period.
(9) Summary of maintenance procedures required to continue the warranty in force.
(10) Cross-reference to specific pertinent Operation and Maintenance manuals.
(11) Organization, names, and phone numbers of persons to call for warranty service.
(12) Typical response time and repair time expected for various warranted equipment.
e) The plans for attendance at the 6- and 11-month post-construction warranty inspections conducted by the Government.
N. FINAL CLEAN UP
Provide final cleaning in accordance with ASTM E1971. Remove debris from roadways and sweep/clean paved surfaces. Remove spoils from the project site. Repair all construction areas to previous condition. Remove waste and surplus materials, rubbish, and construction facilities from the site.
O. SUBMITTALS
The contractor shall provide the following submittals for Government review and approval before any onsite work can begin. Submittals shall be transmitted electronically and must be compatible with Microsoft Office applications, unless otherwise approved by the COR. All construction drawing submittals shall also include a hard copy. Upon approval of submittals, the COR will notify the contractor.
