NOAA intends to award a sole-source contract to General Oceanics, Inc. under the simplified acquisition procedures (SAP) up to $7.5M for the pCO2 systems, which will allow NOAA to measure the partial pressure of CO2 in surface waters on ships of opportunity. The systems must meet specific performance criteria and be compatible with AOML's current automated pCO2 Underway Measuring Systems. NOAA is not setting aside this procurement for small businesses. Any firms that believe they can meet this requirement are required to submit written notification to the Contracting Officer demonstrating their capability by the due date. A determination by the Government to conduct a competitive procurement will be at its sole discretion based on the responses received.

SYNOPSIS:
This is a notice of intent to negotiate on a sole-source basis. The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Western Acquisition Division (WAD), Ocean and Atmospheric Research (OAR) and Atlantic Oceanographic Meteorological Laboratory (AOML) pCO2, Automated pCO2 Underway Measuring Systems requirement is hereby synopsized in accordance with FAR 5.207, Preparation and Transmittal of Synopses:

(16) Description:
This requirement is for five (5) Automated pCO2 Underway Measuring Systems that will allow NOAA to measure partial pressure of CO2 (pCO2) in surface waters on ships of opportunity. The pCO2 system shall be designed to measure surface seawater carbon dioxide concentrations and must fulfill stringent performance criteria and have validated performance in inter-comparison exercises such as the ICOS pCO2 instrument comparison.
The systems must meet the necessary criteria and be compatible with current automated pCO2 Underway Measuring Systems operated by the group to map the carbon dioxide content of the ocean surface and ultimately understand and predict what happens to the carbon dioxide released into the atmosphere. The PCO2 systems must be inclusive of the following: 8060 pCO2 system, 2nd generation, Atmospheric intake kit, spare chiller for 8060 system, 7-port interface with additional digi port servers to allow for the interface of external sensors.

NOAA intends to award a sole-source contract to General Oceanics, Inc. under the authority of 41 U.S.C. 1901, using SAP up to $7.5M as authorized by FAR 13.500(a) and implemented by FAR 13.501(a).
This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. Firms who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirements.
All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within its discretion. Affirmative written responses must be received no later than due date and time of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
