About this file
This document is a Request for Quotation (RFQ) for two Ultrastable Near-Infrared Lasers for the National Institute of Standards and Technology (NIST).
The RFQ specifies the minimum technical requirements for the two lasers, including details such as fiber-coupled output, frequency stability, modulation capabilities, and output wavelengths. The lasers must be new and not used, remanufactured, experimental, prototype, or contain gray market components. Delivery is required within 12 weeks after award. The government will inspect and accept the lasers at the NIST Gaithersburg, MD facility, and a minimum 1-year warranty is required. Payment will be net 30 days upon receipt of a proper invoice and acceptance of the lasers.
The related federal contract opportunity has an ID of 30f8055f1aa348dcbcecb6f57d85ad10 and a solicitation number of 1333ND24QNB640670. It is being solicited by the Department of Commerce's National Institute of Standards and Technology.

Statement of Requirements
Ultrastable Near-Infrared Lasers
I. BACKGROUND
The National Institute of Standards and Technology (NIST) Material Measurement Laboratory (MML) Chemical Sciences Division (CSD) Optical Measurements Group (OMG) has an ongoing project to perform high resolution laser spectroscopy of radiocarbon dioxide in the mid-infrared. In part, this work is funded by the NIST Emerging Technology Standards Engagement (NETSE) Pilot Program. The group employs cavity ring-down spectroscopy (CRDS) in various forms to produce high quality spectral data products on biogenic and fossil-fuel samples of carbon dioxide. To advance the measurement goals of the group, two Ultrastable Near-Infrared Lasers to perform frequency-stabilized CRDS are required.
II. SCOPE
The Contractor shall deliver two (2) Ultrastable Near-Infrared Lasers, which are Brand Name or Equivalent to One (1) RIO ORION Laser Source – RIO3335-3-34-5-L00 and One (1) RIO ORION Laser Source – RIO3335-3-46-5-L00.
III. MINIMUM REQUIREMENTS
All items shall be new. Used or remanufactured equipment shall not be considered for award. Experimental, prototype, or custom items shall not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable.
The Contractor shall provide two (2) Ultrastable Near-Infrared Lasers with the following minimal technical specifications:
A. One (1) - Ultrastable Near-Infrared Laser Brand Name or Equal to the RIO ORION Laser Source - RIO3335-3-34-5-L00
1. Benchtop, turn-key laser systems.
2. USB interface for laser control and monitoring.
3. Continuous-wave single mode laser output linearly polarized and fiber-coupled.
4. Polarization maintaining (PM) fiber output with ferrule connector/angled physical contact (FC/APC) optical connector.
5. Fiber connector key aligned to slow axis.
6. Minimum optical isolation 30 dB.
7. Minimum laser output power of 5 mW.
8. Maximum laser Lorentzian linewidth of 1 kHz.
9. Laser frequency stability over 8 hours not to exceed the range of ±10 MHz.
10. Low frequency modulation input from DC to a minimum of 50 kHz.
11. High frequency modulation input with minimum bandwidth of 20 MHz.
12. Output wavelength at 1550.1 nm ± 1.0 nm.
B. One (1) - Ultrastable Near-Infrared Laser Brand Name or Equal to the RIO ORION Laser Source - RIO3335-3-46-5-L00
1. Benchtop, turn-key laser systems.
2. USB interface for laser control and monitoring.
3. Continuous-wave single mode laser output linearly polarized and fiber-coupled.
4. Polarization maintaining (PM) fiber output with ferrule connector/angled physical contact (FC/APC) optical connector.
5. Fiber connector key aligned to slow axis.
6. Minimum optical isolation 30 dB.
7. Minimum laser output power of 5 mW.
8. Maximum laser Lorentzian linewidth of 1 kHz.
9. Laser frequency stability over 8 hours not to exceed the range of ±10 MHz.
10. Low frequency modulation input from DC to a minimum of 50 kHz.
11. High frequency modulation input with minimum bandwidth of 20 MHz.
12. Output wavelength at 1540.6 nm ± 1.0 nm
IV. DELIVERY
Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) and shall occur not later than (NLT) 12 weeks ARO. The Contractor shall deliver all line items to the initial site of:
National Institute of Standards and Technology Bldg. 301 Shipping and Receiving 100 Bureau Drive Gaithersburg, MD 20899-1640
Final delivery shall be NIST Gaithersburg 100 Bureau Dr, Building 221, MS 8320 Gaithersburg
MD 20899.
V. INSPECTION & ACCEPTANCE
A visual inspection of the two (2) Ultrastable Near-Infrared Lasers will be performed by the NIST Subject Matter Expert (SME) to identify surface defects or any form of indication that damage occurred during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the Ultrastable Near-Infrared Lasers due to defects and/or nonconformance.
The Government will inspect, test, and accept onsite within 14 business days after delivery.
The system shall operate according to OEM specifications to comply with the acceptance terms articulated in 52.212-4.
