About this file
This document is a Statement of Requirements (SOR) for a water purification system to be used by the National Institute of Standards and Technology (NIST) Material Measurement Laboratory (MML) Chemical Sciences Division (CSD).
The SOR specifies the requirements for a point-of-use water purification system capable of converting reverse osmosis (RO) water to Type I ultra-pure water for use in sample preparation, solution preparation, and sensitive trace metal analysis. Key requirements include the ability to produce water with a resistivity of 18.2 MΩ•cm at 25°C, real-time monitoring of total organic carbon (TOC) content, and the ability to deliver purified water at a rate up to 2L/min. The system must also include a remote water dispenser and an ultra-purification dispensing unit for trace element analysis. Delivery is required within 30 calendar days after award, and the system must be installed and tested by the contractor at the NIST facility in Gaithersburg, MD. The system is covered by a minimum 1-year warranty.

STATEMENT OF REQUIREMENTS
Water Purification System for Type I Water Generation
I. BACKGROUND
The National Institute of Standards and Technology (NIST) Material Measurement Laboratory (MML) Chemical Sciences Division (CSD) provides the measurement science, standards, technology, data, and chemical informatics required to support the nation’s needs in the determination of chemical composition and chemical structure of gases, organic, and inorganic species. To deliver exceptional quality for existing reference materials certified by primary pH measurements, ion chromatography (IC), and inductively coupled plasma mass spectrometry (ICP-MS), a point-of-use water purification system is needed that can convert deionized (DI) water and reverse osmosis (RO) treated feed water on demand to Type I ultrapure water and then further refine this water for sensitive ultra-trace analysis.
The system will be used for sample preparation, solution preparation, acid preparation, sample dilution, and sensitive trace metal analysis as well as anion and cation analysis.
Because of the sensitivity of the mass spectrometry techniques, sample preparation that minimizes or reduces potential interferences or blank contributions are required to perform high quality ultra-trace measurements.
The system is critical for the ultra-trace measurements associated with reference material production where potential interferences and/or blanks are a major concern and need to be mitigated or eliminated.
II. SCOPE
The Contractor shall deliver and install one (1) point-of-use water purification system for Type I Water Generation, which is Brand Name or Equivalent to the EMD Millipore Milli-Q ® IQ 7000 with Milli-Q® IQ Element purification system.

7. The system shall be capable of producing water at a rate up to 2L/min.
B. One (1) remote water dispenser that allows for the production of purified water at a location in the lab several meters away from the water purification system.
1. The dispenser shall be operated through touch screen control.
2. The dispenser shall have the ability to vary flow rate between 0.05 L/min – 2 L/min.
3. The dispenser shall have a volumetric dispensing mode which allows the user to deliver a set volume of water.
4. The dispenser shall accept a 0.22 µm final filter which can later be adapted for life science analysis.
5. The dispenser shall be able to operate at a distance of at least 3 m from the water purification system.
6. The height of the dispensing arm shall be adjustable.
C. One (1) ultra-purification dispensing unit for trace element analysis that provides further polishing of Type I water for low backgrounds needed for ultra trace ICP-MS analysis.
