About this file
This document is a Statement of Requirements for the Acquisition of a High Stability Bipolar Electromagnet Power Supply. The National Institute of Standards and Technology (NIST) requires 2 high stability bipolar power supplies to provide power to custom electromagnets used in various applications. The power supplies must meet detailed technical specifications including voltage, current, power, control modes, noise/ripple, temperature coefficient, stability, rise time, communication interface, weight, and operating temperature range. The contractor must also provide manuals and all necessary cables/connectors. Delivery is required within 1 year to NIST's Gaithersburg, MD campus. Final acceptance is contingent on meeting all requirements and successful on-site testing.
The related federal contract opportunity is a combined synopsis/solicitation for the procurement of the high stability bipolar electromagnet power supplies. It is a 100% small business set-aside with a NAICS code of 334516 (Analytical Laboratory Instrument Manufacturing). Quotes are due by 8/5/2024 and will be evaluated for technical acceptability and lowest price. The Government intends to award a purchase order to the responsible quoter with the lowest technically acceptable quote.

STATEMENT OF REQUIREMENTS
TITLE: Acquisition of a High Stability Bipolar Electromagnet Power Supply
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology’s Materials Science and Engineering Division (MSED) is building custom electromagnets for a variety of applications and is in need of bipolar power supplies to provide power to these electromagnets to generate a variable magnetic field.
II. SPECIFICATIONS
The Contractor shall provide 2 high stability bipolar power supplies that meets the following minimum technical requirements.
• Bipolar Power Supply o Input voltage: 110-120 V/60 Hz o Maximum Output Voltage: at least 95 V o Maximum Output Current: 15 A o Maximum Output Power: 1.5 kW o Control Mode: Current (CC) and Voltage (CV) Control o Current Setting Resolution: at least 150 µA o Voltage Setting Resolution: at least 1 mV o Noise + Ripple (rms): < 0.01 % on resistive load; < 0.005 % on 1 mH load o Temperature Coefficient: < 0.0002 % / K (CC mode); < 0.005 % / K (CV mode) o Long Term Stability (8 hours): < 0.001 % (CC mode); < 0.005 % (CV mode) o Rise Time (@full-load resistive): at least 130 µs o Control/Communication Interface: 10/100/1000 Mbit Ethernet TCP-IP and Local Control through display with multi-function navigation switch o Weight: < 15 kg o Operating Temperature: 0 °C - 45 °C
• Two (2) sets of manuals for each bipolar power supply o The manual may be supplied in hard copy or electronic format (or both).
o The manual must cover the proper operation, routine maintenance, and troubleshooting for the instrument and controlling software
• All cables, hoses, and/or connectors necessary for the operation/use of the power supply, including (but not limited to) a power cord to plug into the wall and also to connect to an electromagnet.
Operating Conditions:
This system will be required to operate at ambient temperature and humidity conditions. However, the contractor shall specify the limits of environmental conditions consistent with sound operation of their systems.
Safety and Shielding:
The contractor shall provide all safety devices needed to assure the safe operation of the power supply.
Warranty:
The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon Government Acceptance
III. DELIVERY
The delivery shall be FOB Destination. Delivery shall occur within 1 year of award, and shall be made to the
NIST campus at:
NIST
100 Bureau Dr
Building 223, Room B144
Gaithersburg, MD 20899
Delivery shall be during normal business hours, between 7:30am and 3:00pm Eastern Time, Monday through
Friday, except Federal Holidays.
