STATEMENT OF REQUIREMENTS
TITLE: High-Speed Precision Sectioning Saw
I. BACKGROUND INFORMATION
The Materials Measurement Science Division (MMSD), uses a variety of different analytical instruments
(including scanning electron microscopy, transmission electron microscopy, electron probe microanalyzer, secondary ion mass spectrometry, x-ray diffraction, x-ray fluorescence and a large variety of light microscopy techniques) to analyze a diverse range of different sample materials including metals, ceramics, semiconductors, polymers, glasses, rocks, minerals, papers, and various composite materials.
Most all materials require sample preparation before microanalysis can be performed. Often the first step in the preparation procedure is to section (cut) the sample. This is done to change the sample size, to alter the sample shape or to reveal the internal structure of the material. Sectioning is most efficiently accomplished using a high-speed precision sectioning saw.
Due to the high diversity of analytical procedures performed within the division and the large range of different sample materials that are analyzed, versatility and capability of the sectioning saw is critical.
II. SPECIFICATIONS
The Contractor shall provide one (1) high speed precision sectioning saw that meets the minimum technical requirements listed below.
Note: For the specifications listed below, a cartesian coordinate system is used to define directions within the cutting chamber. This coordination system is defined as follows: when standing at the work bench and looking at the front of the saw, the X-axis direction is the direction from left to right within the chamber. The Y axis direction is the direction from front to back and the Z axis direction is the direction from the bottom to the top of the cutting chamber.
Salient Characteristics:
• Automatic/programable Y-axis feed 210 mm. Precision 0.1 mm
• Manual Y-axis feed.
• Automatic/programable feed rate 0.005-3 mm/sec
• Intelligent feed rate control. Automatically adjusts feed rate if load on motor is too high.
• Cutting force dependent feed control
• Automatic/programable X-axis. Feed 80 mm. Precision 1µm.
• Automatic/programable Z-axis movement. 80 mm. This allows the additional cutting modes of automatic vertical cutting, sweep cutting and step cutting.
• Variable Speed 300-5000 rpm. Steps of 100 rpm.
• Maximum cutting capacity: 75 mm
• Motor power: 0.75 kW
• Cut-off Wheel: 75 - 203 mm
• Programmability: Storage of ≥ 10 cutting routines
• Openings on left and right of cutting chamber for cutting of long/continuous rod, tubing, and pipe samples
• Built-in LED lighted cutting chamber
• Automatic pulsed cutting
• Step cutting
• Diagonal cutting
• Electronic control with clear LCD
• Electronic travel measuring
• Direct positioning via joystick (all automatic axes)
• Sliding door
• Current safety standard with door interlock (safety protection)
• Solid aluminum construction; powder coated
• Automatic lubricant recirculating system that provides a flow rate ≥ 1.5 L/min.
• Catch tray or screen to prevent sample from ending up in the recirculating reservoir
• Stainless-steel Table WxD: 300 x 210 (8 mm T-slot)
• Blade flanges (set of 2). Largest size available that is less than 3 inches diameter
• Clamping vise sample holder with a jaw opening of ≥ 50 mm
Installation:
The Contractor shall install the instrument in Building 220, Room A266, at NIST Gaithersburg, MD. It is the contractor’s responsibility to see that the instrument is delivered to the installation site. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument will operate to manufacturer’s specifications upon installation. Installation will take place during normal business hours, between 8:30 am and
5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST
Technical Point of Contact (TPOC). Installation is to occur within 30 days of delivery.
Warranty:
The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon successful completion of delivery, installation, training and demonstration of all required specifications.
Training:
Training shall be performed at NIST for a minimum of 2 NIST personnel covering normal operation, troubleshooting, and routine maintenance. Training will be provided during normal business hours, between
8:30am and 5:00pm Eastern Time, Monday through Friday, except Federal Holidays, and will be coordinated with the NIST Technical Point of Contact (TPOC) to ensure maximum availability of NIST personnel.
Training is to occur within 10 days of the completion of installation.
III. PLACE OF PERFORMANCE
Installation of the instrument and training shall be accomplished at NIST, Gaithersburg, Maryland. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. except for Federal holidays.

V. GOVERNMENT ACCEPTANCE
NIST personnel will verify equipment with a 100% inspection. The NIST Technical Point of Contact (TPOC) will confirm that all minimum specifications are met via visual inspection and by evaluating functionality
VI. RISK ASSESSMENT
The HSPD-12 Security Risk Level assigned to this Task Order is: Low
VII. GENERAL INFORMATION
Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations (http://www-i.nist.gov/mml/safety/policies/index.htm.) Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements.
The Contractor employee is responsible for absences due to expired identification and access documents. Each
Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC or Contracting Officer (CO) upon termination of their services under this contract.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear-view mirror in accordance with instructions. The
Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
Media Inquiries: The Contractor employee shall not respond to any media inquiries. Any inquiries from the media shall be immediately relayed to the TPOC and/or CO. There shall be no interviews, comments, or any other response without the knowledge and approval of the NIST Director.
