Requirements Document Title: Watthour Meter

Background NIST provides a measurement service for ac power and energy meters a watthour meter with voltage ranges from 60-600 V and 25 mA to 70 A at 60 Hz that is capable distorted power and energy measurements with the ability to compute the total power and energy of the distorted signals and is capable of computing the fundamental frequency along with the harmonic frequency power and energy measurement results. This power and energy meter will be used for providing a measurement assurance program watthour meter capable of measuring sinusoidal and distorted power and energy waveforms. The calibration service for distorted power measurements presently has no meter that can meet the uncertainty requirements for a measurement assurance program energy meter and needs one for the measurement service.

The Applied Electrical Metrology group at NIST has a requirement for one (1) watthour meter , inclusive of FOB destination delivery and warranty.

Minimum Technical Specifications

The item shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

CLIN 001: Radian Research RX-15 Watthour Standard or an equal meeting the following salient characteristics:

1. Voltage Range: 60-600 V @ 60 Hz

2. Current Range: 25 mA-70 A @ 60 Hz

3. Power and Energy measurement uncertainty of 0.01% for power factors between 0.5 and 1.0.

4. Measurements of fundamental frequency power and energy along with power and energy measurements of the harmonic content of distorted waveforms.

5. Provides simultaneous measurements of watthours, varhours and VA hours.

6. Programmable pulse output that is proportional to energy measured.

7. Standard Command Programming Interface (SCPI) is used to communicate with the watthour meter.

8. Provide simultaneous measurement of voltage, current, phase angle.

Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 15 months ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

The DDP Incoterm, or “Delivery Duty Paid” Incoterm, states that the seller must make the goods available to the buyer at a prearranged location (NIST) and cover all associated expenses including unloading the goods from the carrier and any customs procedure costs and tariffs that may apply.

The contractor shall deliver all Line Items to:

The National Institute of Standards and Technology 100 Bureau Drive, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640 Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

NIST will perform tests to verify the Watthour meter meets specifications. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the Watthour meter due to defects and/or nonconformance.

Warranty The Watthour Meter shall be new (not refurbished or reconditioned) and covered by the original manufacturer’s full warranty with service provided by that manufacturer’s U.S.-based service organization. The contractor shall warrant the entire system for a period of a minimum of 1 year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4.

Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by the TPOC of fully compliant equipment.
