About this file
This document outlines requirements for a National Instruments Electrostatic Force Balance control system. The National Institute of Standards and Technology requires two control systems to operate two identical balances for measuring the mass of dispensed fluid. The systems must contain Intel Core i5 processors running National Instruments Realtime Linux with high accuracy digital to analog and analog to digital converters, digital I/O lines and encoders. Full software development and IT security requirements are specified. The line items include National Instruments components such as GPIB interfaces, serial cables, DAQ modules, controllers and chassis, to be delivered within 12 weeks. Inspection and acceptance testing will verify performance requirements are met, and payment will be made within 30 days of acceptance of proper invoices.

Specifications Control System for Electrostatic Force Balance (EFB) Background The National Institute of Standards and Technology (NIST) Mass and Force Group (MFG), Small Mass and Force Metrology Project, aims to develop a fluid dispensing electrostatic force balance for the IMS project True Becquerel. Therefore, the NIST MFG requires a new control system for the newest generation of the NIST Electrostatic Force Balance (EFB) in order to measure the mass of a dispensed fluid. The new hardware must be compatible with the existing custom instrumentation and measurement protocols developed for the current generation EFB. Two duplicate systems are required for operation of two identical balances.
Minimum Requirements The system shall meet the minimum requirements identified below. All items shall be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Contract Line Item Number (CLIN) 0001: The Contractor shall provide a quantity of one (1) National Instruments Electrostatic Force Balance (EFB) control system and shall meet the following minimum requirements:
1. Shall contain a controller with an intel Core i-5 processor running National Instruments Realtime Linux
2. Shall have high accuracy 16 bit digital to analog converter and High accuracy 16 bit analog to digital converter
3. Shall have 48 Digital I/O lines with four counters suitable for A-quad-B encoder reading.
4. Shall have high accuracy 24 bit digital to analog converter
5. Shall be central control capable of running a PID control algorithm digitally at 20 kHz
6. Shall have full real time software development environment for controlling experimental parameters compliant with LabView software
7. Shall include serial and GPIB communication
8. Shall provide an assurance program that includes 1 year’s repair, calibration, module driver support, and a system recovery image on controllers.
9. Hardware and software shall meet the IT security requirements:
10. Hardware shall include the following National Instruments components:
| 1. | Quantity 2 of National Instruments part # 778039-01, NI PXI-GPIB with NI-488.2 |

Delivery shall be FOB destination and shall occur not later than (NLT) twelve (12) weeks ARO.
FOB Destination means: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 301, Shipping and Receiving Gaithersburg, MD 20899-1640
Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Inspection and acceptance shall occur within seven (7) business days after receipt of EFB at NIST.
· The EFB control system will be evaluated on the above criteria, and acceptance determined on fulfillment of the requirements.
A visual inspection of the EFB control system will be performed by the NIST Subject Matter Expert (SME) to identify surface defects or any form of indication that the system was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the EFB control system due to defects and/or nonconformance. In addition, the EFB control system will be attached to a computer running the most recent version of Labview, and connection to the control system will be verified using the Measurement and Automation Explorer.
Warranty
The Contractor shall warrant the entire item (s) in accordance with the Contractor’s standard commercial timeframe. Warranty shall commence after receipt and acceptance of the equipment.
