Requirements for Single-point Heterodyne Laser Vibrometer

Title: Single-point heterodyne laser vibrometer Requesting Lab: 684.07

Background

The NIST Mass and Force Group needs to procure Single-pointe heterodyne laser vibrometer for several non-contact vibration measurements in our calibration methods development: (1) measurement of sub-nanometer amplitude vibrations at single frequencies within the range 10 Hz – 20 kHz; (2) measurements of low-amplitude single frequency vibrations at frequencies in the frequency range 1 Hz – 100 kHz; (3) assorted broadband and single-frequency vibration measurements up to several MHz. For these measurements we require a single-point heterodyne laser vibrometer.

Scope

The Contractor shall deliver a quantity of one (1) Single-point heterodyne laser vibrometer system, inclusive of FOB Destination delivery, and warranty.

Minimum Requirements The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

1. Measured quantities and bandwidths:

a. Velocity, DC – 10 MHz
b. Displacement, DC – 10 MHz

2. Velocity resolution:

DC – 1 kHz: noise 2 nm/s/rtHz or below
DC – 10 kHz: noise 5 nm/s/rtHz or below
DC – 100 kHz: noise 25 nm/s/rtHz or below
DC – 1 MHz: noise 250 nm/s/rtHz or below
DC – 10 MHz: noise 2500 nm/s/rtHz or below

3. Electrical signal outputs and inputs available to user:

a. Digital output(s) – velocity and displacement samples, meeting the requirements in 1 & 2, at a sample rate of 20 MS/s or higher.

b. Analog outputs – Analog output of the optical signal prior to digitization and decoding, sufficient to allow the user to extract the target vibration by appropriate signal processing. The analog outputs can take the form of:

- analog I & Q outputs generated without digital processing, or

- photodiode output signal with no digitization in the signal path, together with heterodyne modulation frequency input signal, thereby allowing user demodulation of the direct photodiode output.

c. Trigger: Trigger input, trigger output, or gate input, allowing measurement start synchronization to 1 microsecond or better

4. Optical System:

a. Must be a heterodyne laser system.

b. Laser wavelength of running system must be accurate to 1 part in 10,000 or better.

c. Working distance of 2 m or more.

d. Optical spot size (1/e^2 intensity diameter) of 40 micrometers or less (short working distance down 5 mm is acceptable for the small spot size).

e. Spot location visualization: accurate camera image of spot location on the target must be provided.

f. Eye safety: no visible light above class II, no infrared light above class I.

5. Software:

a. All software required to run the system must be included.

b. Software must be provided that performs and displays an FFT of the velocity and displacement outputs, and which allows the spectral amplitude data to be saved in a common format (ascii or a common binary format).

c. Software must be compatible with Windows-10.

6. Electrical Power Supply:

Must operate from 60 Hz 120 VAC power supply.

7. Portability and orientability:

a. The system must be transportable as a single assembled object (can be multiple objects placed into a compact transporter), with the exception of: any user computer being used in conjunction with the system, any mounting support (e.g. tripod) being used in conjunction with the system, small cables and possible external power supply not exceeding 2 kg in combined total weight.

b. The system assembled as a transportable object must weigh 15 kg or less.

c. The vibrometer optical input must be mountable on a standard tripod

d. The vibrometer optical input must be compatible with any orientation from -45 degrees to + 45 degrees with respect to gravity.

Delivery Terms Delivery shall be F.O.B Destination or equivalent INCOTERMS such as Delivered Duties Paid (DDP) and take place at a time mutually agreed upon by the Government and Contractor. This delivery shall be scheduled as soon as possible but shall occur No Later Than (NLT) 4 months ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. Inspection and Acceptance will occur within fifteen (15) business days after receipt of the Single Point Vibrometer at NIST. The subject matter expert (SME) will test the system to determine if the minimum system technical requirements are met. A visual inspection of the systems will be performed by the NIST SME to identify surface defects or any form of indication that the systems were damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the systems due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the system.

Ownership (title) of the equipment shall transfer to NIST upon acceptance.

The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications identified in the most recent operations and maintenance manual for each piece of equipment; and meet all NIST specifications as applicable.

Warranty The contractor shall warranty the entire system for a period of a minimum of two (2) years after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the equipment by the Government.

Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by the SME of a completed, technically compliant system
