About this file

This document is a Statement of Work (SOW) for the disassembly and reassembly of a 300K compression platen gear drive assembly at the National Institute of Standards and Technology (NIST) facility in Gaithersburg, MD.

The SOW outlines the specific tasks required, including disassembling and removing the gear reduction box/drive assembly, blocking and jacking to raise and lower assemblies, and properly marking components for reassembly. The work must be overseen by NIST Force staff, and will take place in Building 202, Room 230. The period of performance is as soon as able, and the contractor will be paid 100% upon receipt and acceptance of the completed repairs. The SOW includes details on NIST's safety, security, and contractor registration requirements.

This SOW is related to Federal Contract Opportunity #1333ND24QNB680605, issued by the Department of Commerce's National Institute of Standards and Technology, for the disassembly and reassembly of the 300K compression platen gear drive assembly.

Statement of Work for Disassembly and Reassembly of the 300K Compression Platen Gear Drive Assembly

NB6840702402698

Building 202 Room 230

Background

NIST has maintained and operated six (6) deadweight machines (DWM’s) since 1965. Thousands of measurements, through countless force calibrations, have been performed over the lifespan of these machines. Our second largest machine has developed a problem with the compression platen positioning system and will need to be disassembled to further investigate the problem and determine a repair (separate procurement). After a proper repair, the platen will need reassembled.

REQUIREMENTS

A rigging crew will be needed to disassemble the gear reduction box/drive assembly which will require a specific sequence and disassembly of some other parts of the machines lifting assemblies. Blocking and jacking to raise and lower assemblies will be required. The manlift which surrounds the machine on three sides will need to be moved as well to allow proper access. All work will be overseen by NIST Force staff with no work completed without someone present from the group.

Specific Tasks

· Disassemble guide rods from lifting structure (4) (all guide rods properly marked for matched reassembly later)

· Remove coupler that connects guide rods and threaded rods (4) (all couplers properly marked for matched reassembly later)

· Block up (cribbing or whatever is most proper) the motor and drive gear train assembly and remove the connections to the platen.

· Lower the drive gear assembly as far as possible with final resting spot being blocked across the floor opening.

· After raising the platen (this done by force staff), the platen will then need to be blocked up securely (again cribbing or whatever is most proper) spanning the hole opening as well.

· 4 large nuts that hold the drive nut in place need loosened and spun up the threaded rods to allow room for the platen to be lowered. A specialized wrench may need to be made or procured.

· Platen can be lowered (by Force group staff) and the drive nuts will drop out of the platen (still attached to the threaded rods).

· The drive nuts then would need marked for proper reassembly and then removed from the threaded shafts by spinning to the bottom by hand and removed at the gap that is now between the drive gear assembly and the threaded rods.

· The problem drive nut may be stuck to the threaded rod and therefore disassembly may require different methods, not excluding cutting the drive nut off of the threaded rod.

After proper repair (dependent on findings), this process will need to be reversed with some extra time to ensure that the 4 drive gears are in proper synch before final reassembly (letter found hinting there was a problem with one of these at original assembly)

Place of Performance

100 Bureau Drive, Building 202 Room 230 Gaithersburg, MD 20899

Period of Performance / Lead Time As soon as able

Inspection and Acceptance

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

All Government testing will be completed within fifteen (15) working days after service is performed.

Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by the TPOC of repairs to system.

2.

General Information Hours of Operation: National Institute of Standards and Technology (NIST)’s normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays. Work will be coordinated with the NIST Technical Point of Contact (TPOC) with some flexibility for earlier start times.

Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations (http://www-i.nist.gov/mml/safety/policies/index.htm.) Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contract.

Contractor Registration: The contractor will provide the name and citizenship information of the on-site technician(s) to the NIST TPOC prior to arrival. The TPOC will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus to perform on-site preventive maintenance or repairs of the instruments.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear-view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
