About this file

This is a Statement of Work (SOW) for laboratory gas supply and tank rental services to support the Winchester Engineering and Analytical Center (WEAC), an FDA facility located in Winchester, Massachusetts.

The contractor must supply a comprehensive range of laboratory gases with routine delivery within 5 days and emergency delivery capability within 24 hours. Required gases include propane (33 lb cylinders), ultra-high purity nitrogen, argon, hydrogen, and helium (all exceeding 99.999% purity), liquid nitrogen and argon (in approximately 240-liter dewars), carbon dioxide (instrument grade), oxygen (industrial grade), and P-10 gas mixture (90% argon/10% methane with ISO-accredited certificate of analysis and <3 week delivery time). The contractor must provide all labor, materials, manifests, shipping papers, containers, equipment, and vehicles necessary for safe delivery and retrieval of cylinders and rolling dewars. Deliveries must occur Monday through Friday between 8:00 AM and 4:30 PM, with ISO-accredited gas manufacturer status preferred. Approximate yearly usage includes 52 liquid nitrogen dewars (liquid-out), 18 liquid argon dewars, 18 P-10 cylinders, and 5 cylinders each of propane, nitrogen, argon, hydrogen, helium, carbon dioxide, and oxygen.

The contractor must provide detailed invoices and receipt/return notices containing tank identification, gas type, delivery/return dates, and unique gas identification. Unacceptable tanks identified during use must be replaced at no additional cost. Invoice submission requires bill of lading proof of delivery and FDA inspection confirmation using the Invoice Processing Platform. The period of performance runs from September 1, 2026, through August 31, 2029, consisting of a base year and two optional one-year extensions. The government reserves the right to adjust quantities as needed without exceeding the total contract obligation value.

Statement of Work – Gases & Tank Rental

Background/Statement of Need:

Gas tank rentals are associated with the delivery of laboratory gases supplied by the vendor for consumption by the Winchester Engineering and Analytical Laboratory (WEAC). Laboratory gases are essential to the operation of most laboratory instrumentation. Some instruments require highly purified inert gases (such as helium or argon) as carriers to move the analyte of interest through the system. Other instruments use gases as fuel (such as hydrogen or acetylene) or oxidizers (such as air) to vaporize the analyte of interest. Liquid nitrogen is used to cool instruments and/or analytes during analysis. Many of the instruments used at WEAC (e.g. Germanium gamma-ray spectrometers) must operate under cold condition using liquid nitrogen to prevent irreversible damage to the detectors (total worth of >1 million dollars). At times, specialty gas mixtures are used as standards for the calibration of analytical instrumentation. A modern analytical laboratory cannot function without a reliable supply of laboratory gases.

Purpose: Gases purchased through this contract are to be used in the operation and maintenance of equipment and instrumentation as fuel, carrier gas, coolant or reaction gas for the various instruments at WEAC.

Scope: The Contractor shall provide the most common and most often used gases that WEAC utilizes, as well as the rental of gas tanks.

Requirements The basic vendor requirements are below. The Contractor shall:

The Contractor shall supply all labor, materials, manifests, shipping papers, containers, equipment, vehicles, and managerial services necessary to safely deliver orders of bulk gases, and to safely deliver and retrieve orders for cylinders and rolling dewars.

Be capable of providing the following gases routinely in 5 days or less after ordering and capable of providing a delivery within 24 hours on an emergency basis.

o 33lb Propane o Argon, liquid, gas-out, UHP GR 5 o Nitrogen, liquid, gas-out o Nitrogen, liquid, liquid-out o Nitrogen – UHP > 99.999% o Argon, UHP >99.999% o Hydrogen, UHP >99.997% o Helium, UHP >99.999% o Carbon Dioxide (CO2), instrument grade o Oxygen, industrial grade

Must have the following reaction gas tank available with a Certificate of Analysis from an ISO accredited laboratory (if possible) with a typical delivery time of <3 weeks after ordering o P-10, 90% argon and 10% methane (Methane=99.99%; Argon=99.999%)

High pressure cylinders are usually standard size 300 (~300 cf); Dewars for liquid nitrogen and argon are ~240L.

Ability to deliver tanks Monday through Friday between 8:00am and 4:30pm.

ISO-accredited Gas Manufacturer is preferred

Deliverables

The list below details the products used by laboratory and approximate yearly usage amounts. The FDA reserves the right to change the quantities ordered on an as-needed basis but not exceeding the total value of the obligation. The intent of this contract is that the Contractor shall supply all gases that the laboratory may require in the performance of its mission during the Performance Period of the contract.

Vendor must provide receipt/return notices and invoices that provide tank information (gas type, delivery and/or return date(s), cylinder identification and unique gas identification) for all tanks delivered, returned or requiring payment.

Ordering Procedures

The government will have a vendor single point-of-contact to be able to place all orders via phone and email. Vendor will deliver products and provide invoice information as mentioned in the requirements above.

Inspection and Acceptance

The gas tank user will monitor gases and tanks provided and will report unacceptable product to the Contractor. Tank quality issues are often not apparent upon receipt but only at the point at which the tank is actively being used. If it is determined that a tank is ultimately unacceptable, a replacement tank should be delivered at no additional cost.

The Government will accept goods, reports and services only if they conform to all terms and conditions of the SOW, and satisfy the performance standards developed under this SOW.

INVOICE SUBMISSIONS

In addition to following all requirements for proper invoicing procedures inclusive under 48 CFR § 32.905 for a documented invoice cover attachment, the following attached documents are also required and must be attached upon entry and submission of invoices using the Invoice Processing Platform (IPP):

1. Bill of lading (BOL) serving as Proof of Delivery (POD)

2. Signed and dated confirmation by FDA that inspection of item(s) is in working order and/or services completed.
