About this file

This is a Statement of Work (SOW) for a software license procurement by the National Institute of Standards and Technology (NIST) Engineering Laboratory.

NIST seeks to procure 100 AgilePlace Project Management Software licenses for a twelve-month period from September 27, 2026 through September 26, 2027. AgilePlace, a cloud-based work management platform produced by Planview Inc., has been selected to support the Engineering Laboratory's Kanban-style planning and management processes across $99 million in annual funding ($89 million for Scientific and Technical Research Services and $10 million from other agency funds). The software will be provided to Goal Leaders, Program Managers, and Project Leaders throughout the Laboratory. The contractor must deliver the licenses electronically within five days of award. The procurement is designated as CLIN 0001 with a unit of measure specified as "Each" and a quantity of 100 licenses.

The SOW specifies 23 detailed functional requirements, including visual mapping of programmatic planning processes, customizable board layouts with multiple independent projects, visual linking of milestone and product elements, personnel tagging, priority and blockage indicators, document attachment capabilities, subtasks, fiscal year and quarter designation, unlimited boards and card types, email notifications, metrics for speed and efficiency, searchability and filtering, CSV export functionality, complete change history with user identification, customizable user access, training and support, data backups, external stakeholder sharing capabilities, and multi-platform usability. AgilePlace has been previously authorized for use at NIST through the agency's IT accreditation process; no competing products are authorized for use in the Engineering Laboratory. Inspection and acceptance will occur upon electronic delivery, with NIST confirming delivery of software with all required specifications. The place of performance is NIST's facility at 100 Bureau Drive, Gaithersburg, Maryland.

A. BACKGROUND

The NIST Engineering Laboratory (EL) relies on Kanban-style planning/management processes for all programmatic planning in the Laboratory, both for Scientific and Technical Research Services ($89M annually) and for other agency funds ($10M annually). Kanban is a visual system for managing work as it moves through a process. The goal of Kanban is to provide a construct that enables efficient understanding of the processes modeled and enhancements to cost-effectiveness and control. Implementation of this planning/ management process requires a system that is capable of accurately and robustly modeling the business process so that it supports and is beneficial to the operation of the Laboratory and does not itself drive the operation of the Laboratory in a way that does not suit the functionality of the Lab.

EL purchased a limited number of licenses/subscriptions for AgilePlace project management after successful security review in 2016. Planview Inc. (https://www.planview.com) is a U.S.-based work management software company focused on “Drawing from the principles of Lean, Agile and Kanban, … to revolutionize the way work is managed. As a result, [AgilePlace has] witnessed the emergence of a more collaborative, proactive and successful workplace.” AgilePlace is cloud-based software that provides a content-rich, visual representation of business processes AgilePlace has created a visual management and forecasting software designed to optimize individual and team effectiveness that the Engineering Laboratory has found is a perfect fit to our business processes. AgilePlace has worked extensively with the NIST Engineering Laboratory in the past to customize the implementation of the software to meet all of the unique needs of the Laboratory.

B. PURPOSE AND OBJECTIVE

The objective of this procurement is to provide the use of the AgilePlace tool across all programmatic leaders and support staff in the Laboratory, including Goal Leaders, Program Managers, and Project Leaders.

C. REQUIREMENTS

The Contractor shall provide the following:

CLIN 0001 – AgilePlace Project Mangement Software License U/I: Each QTY: 100

Due to the uniqueness of the Engineering Laboratory programmatic planning process (business process) the following extensive list of features are required:

1. Ability to visually map the Engineering Laboratory programmatic planning/ management process.

2. Board structures that allow for multiple, independent Projects to be represented within a Program (Fully customizable board layouts).

3. Visual linking of Milestone elements/cards to Product elements/cards.

4. Tagging of personnel/researchers to specific Milestones and Products.

5. Setting indicators of priorities and blockages on any element/card.

6. Attachment/retrieval of documents to each element/card.

7. Subtasks for each element/card that provide details to Milestones and Products.

8. Designation of Fiscal Year and Fiscal Quarter for each element/card (as opposed to specific dates).

9. Customizable columns and rows in the visual process representations.

10. Unlimited boards (projects).

11. Unlimited and distinct representation of card types.

12. Comments with each element/card that also enables push notifications via email.

13. Subscription to elements/cards/lanes that allow customizable notifications.

14. Metrics for speed, distribution, efficiency, burndown, flow, and specific users.

Lean Kit SOW- Engineering Laboratory

15. Search-ability and filtering of all elements/cards on basic information, users, dates, expected FY and fiscal quarter, priorities, card types, and blockers.

16. Export for board history and all board data into *.csv file or other format that is usable in spreadsheet software (Excel).

17. Maintenance of history for all card/elements that shows origination and all changes with associated identification of user.

18. Customizable user access settings for all users.

19. Training for all users and access to support for the software.

20. Backups and maintenance of change logs that allow re-creation of the information and models.

21. Shareable with external stakeholders through some means, direct or indirect.

22. Usable on multiple computer-based and mobile platforms.

23. Authorized for use at NIST and in the Engineering Laboratory based on an IT accreditation and authorization process.

The more fundamental requirement is the purchase of AgilePlace for Teams licenses that provide access to the online software and maintenance of data.

Other platforms cannot be considered as this would contravene the current NIST Procedure for Assessment & Authorization of Low Risk Internet Service Applications, for which we currently have approved for use of AgilePlace services in the Engineering Laboratory. No competing products are authorized for use in the Engineering Laboratory.

D. PERIOD OF PERFORMANCE

The period of performance shall be for twelve months, from September 27, 2026 to September 26, 2027.

E. INSPECTION AND ACCEPTANCE CRITERIA

Inspection will occur upon electronic delivery to NIST. NIST staff will confirm that the software, with all required specifications, was delivered electronically to NIST, as ordered.

F. PLACE OF PERFORMANCE

National Institute of Standards and Technology, 100 Bureau Drive, Gaithersburg, Maryland

G. DELIVERY DATE

The license is required to be electronically delivered to NIST within 5 days of award. NIST has already purchased and is using a Livestream Basic Platform account. This Enterprise account will be an upgrade to the Basic account, requiring account owner to login and initiate the upgrade.
