About this file
This is a Statement of Work for the FDA's Office of Criminal Investigations (OCI) Investigative Analysis Branch (IAB) detailing requirements for a secure web-based database platform to support criminal investigations.
The FDA/OCI requires access to West Publishing Clear software or an equal alternative providing secure, encrypted web portal access to public, commercial, and law enforcement records across all U.S. jurisdictions. The database must support multiple search capabilities including reverse telephone lookups (landline, cell, VoIP), person searches using various identifier combinations, credit reporting data from TransUnion/Equifax/Experian, business and property searches, corporate filings, UCC filings, motor vehicle registrations, professional licenses, criminal records, sexual offender registries, bankruptcy/lien records, and social media monitoring across Facebook, Twitter, YouTube, Google+, and Instagram. All queries must be cloaked from the contractor to protect investigation sensitivity, with results provided to end users within five minutes. The platform must be accessible via Microsoft Explorer, Google Chrome, and Mozilla Firefox browsers, and searchable through CPUs, laptops, and Blackberry devices. The contractor must provide toll-free helpdesk support available minimum 360 days annually.
The contract awards a one-year base period with four option years. The FDA anticipates delivery of 20 concurrent licenses within 10 days of award, with optional expansion up to an additional 20 licenses annually. The place of performance is FDA-OCI in Silver Spring, Maryland. Award will be made to the lowest-price vendor meeting all salient functional characteristics, with evaluation considering past performance data and technical compatibility with FDA's existing environment. All reports must be provided in Microsoft Excel, Rich Text, or Adobe Acrobat format, and the solution must comply with Section 508 accessibility standards.

Failure to meet any requirement may result in a rating of technically unacceptable. In addition to meeting the salient characteristics the FDA reserves the right to review past performance detailed in the Past Performance Information Retrieval System (PPIRS) to evaluate performance risk. Failure to meet the salient characteristics will result in a rating of technically unacceptable. History of negative past performance will result in possible disqualification from award – regardless of meeting the salient characteristics. If a vendor has no record of performance, the absence of a record of performance will not be held against a vendor.
