Dynamometer System Upgrade Requirements Document Summary
This is a Requirements Document for NIST's procurement of a Kistler dynamometer data acquisition system upgrade for the Engineering Laboratory. The procurement seeks one complete Dynamometer System Upgrade package consisting of four line items: (1) Kistler 5167A LabAmp laboratory charge amplifier, quasi-static hardware; (2) Kistler 5167A license; (3) Kistler 1677BA5 connecting cable; and (4) Kistler 1678A5 extension cable. All items must be brand-name new equipment in original manufacturer's packaging with original documentation and software. The system upgrade is designed to measure real-time, SI-traceable cutting forces during machine tool operations with digital communication, digital data collection, and measurement of both cutting forces and moments. Delivery is required within 6 weeks after receipt of order (ARO) on an FOB Destination basis to NIST Gaithersburg Campus, Maryland (Building 301, Shipping and Receiving, 100 Bureau Drive). The awardee must confirm shipment details with the Designated Government Official and Contracting Officer prior to delivery due to limited NIST facility access.
The hardware specifications require 8-channel configuration with Fischer input connectors, Ethernet interface, supply voltage of 18-30 Vdc, analog outputs of ±10V with BNC connectors, KiConnect compatibility, and Precision Time Protocol (PTP) synchronization. The connecting and extension cables must each feature 8 conductors, Fischer 9-pole straight flange connectors rated IP65 or higher, and 5-meter lengths. Payment is structured at 100% upon installation, acceptance, successful testing, and demonstration of technical compliance with a Net 30-day payment term. The Government reserves the right to conduct performance tests with the existing Kistler 9257B dynamometer and visual inspection for defects, with acceptance determination within 30 days of receipt. A minimum one-year warranty applies post-acceptance, and partial shipments or invoices are not permitted unless pre-approved by the Contracting Officer.

REQUIREMENTS DOCUMENT
Title: Dynamometer System Upgrade Requesting Lab: Engineering Laboratory
I. BACKGROUND INFORMATION
Purpose/Objective: NIST seeks the procurement of a Kistler dynamometer data acquisition system for use with an existing Kistler dynamometer to measure real-time, SI-traceable cutting forces during machine tool operations. An existing Kistler dynamometer must be upgraded with a new data acquisition (DAQ) system to measure real-time, SI-traceable cutting forces. The new capabilities of the DAQ system include digital communication, digital data collection, and measurement of both cutting forces and moments.
II. SCOPE
The Contractor shall deliver a quantity of one (1) Dynamometer System Upgrade per the specified minimum requirements, composed of one (1) Kistler 5167A hardware, one (1) Kistler 5167A license, one (1) Kistler 1677BA5 connecting cable, and one (1) Kistler 1678A5 extension cable. The Dynamometer System Upgrade is henceforth also known as the “deliverable” or “system” or “equipment” and is inclusive of FOB Destination delivery and warranty.
III. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
