NIST Requirements Document Absolute Distance Measuring Laser Tracker
I. Background The NIST Sensor Science Division (SSD) seeks to purchase an absolute distance measuring laser tracker. We have a requirement for a transportable, commercially available laser tracker to perform twin target pole (TTP) calibration. The number of TTPs NIST calibrates has been increasing, and the SSD is needs to develop new method to perform these calibrations to continue to efficiently support this critical measurement. This measurement supports the forensics science community providing them access to reference standards that ensure the validity of laser scanner data used in court.
The SSD is developing a new method to calibrate TTPs and an inexpensive low accuracy, lightweight and portable laser tracker is needed for this development effort. TTP data is used in court to help ensure the accuracy in length data presented in court (measured distance between footprint and a victim for instance). The NIST TTP calibration service ensures accuracy of measured data used in court providing fairness in our legal system and, consequently, improves the quality of life of our citizens, which is a part of the NIST mission.
II. Scope The Contractor shall deliver a quantity of one (1) portable Absolute Distance Meter (ADM) only Laser Tracker, inclusive of FOB Destination delivery and warranty.
III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Description: Absolute Distance Meter (ADM) only Laser Tracker Quantity: 1
The Contractor shall provide an ADM only laser tracker that meets the following minimum specifications:
1. Laser tracker head with integrated controller and adapter to attach to standard metrology tripod with 3-5/8” diameter thread.
2. 50 meter or more measurement range.
3. Meet Horizontal Scale bar (2.3 m) specifications per ASME B89.4.19 (see table)

9. Item must be easily transportable, and the instrument alone (no case or stand) should weigh no more than 35 pounds, in order to be safely transported by one person.
IV. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) and shall occur not later than (NLT) 8 months ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
LIST PERFORMANCE TESTS HERE:
NIST will perform the length Measurement System Tests and the Range measurement systems tests as described in the ASME B89.4.19 standard. The manufacturer is required to provide an equation for calculating the Maximum Permissible Errors for the test described above. Testing will be performed at NIST, using NIST staff, NIST laboratories and NIST-provided tripods. Acceptance requires the laser tracker meet or exceed the performance specification provided for the tests permed by NIST staff and referenced above.
The Government will test, inspect, and accept the equipment onsite within 7 business days of the receipt of the laser tracker. A visual inspection of the laser tracker will be performed by the NIST TPOC to identify surface defects or any form of indication that the laser tracker was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the laser tracker due to defects and/or nonconformance.
VI. Warranty The contractor shall warrant the entire system for a period of a minimum of (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4
VII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the TPOC of fully installed system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
