STATEMENT OF WORK/REQUIREMENTS DOCUMENT
Title: Traverse Modules for Automated Probe Positioning Requesting Lab: Engineering Laboratory, Fire Research Division
I. BACKGROUND INFORMATION
The National Fire Research Laboratory (NFRL) has need for the replacement of existing Traverse Module prototypes for the precise positioning of probes in harsh temperature environments.
• Purpose/Objective: Rugged and modular positioning systems that are automated and easily deployable will continue to allow the NFRL to conduct high fidelity measurements and provide impactful data to the fire safety community.
II. SCOPE
The Contractor shall deliver (3) Traverse Modules to replace the existing prototypes. The new modules shall provide improved performance, operations, and function where possible. Improved design shall accommodate easy assembly, disassembly, and storage for field deployment. The new modules shall integrate with existing systems for software control, communications, and power.

III. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Description: Traverse Modules for Automated Probe Positioning Quantity: 3
A. Technical Specifications
a. Motors for linear and rotational positioning shall be identical to the motors used in the existing prototypes (MOOG Animatics Smartmotors, Model SM23165DT). This is necessary to integrate with existing systems for software control, communications, and power.
b. Accuracy of linear positioning shall be ±0.003 m or better. Probe shall maintain its linear position within ±0.003 mm or better due to any vibrations induced by the process under investigation.
c. Linear traverse speed of probe shall be variable, with a range of 1 m/min to 4 m/min. (Mass of the interchangeable probes is less than 2.3 kg (5 lb))
d. Linear traverse shall have a limit switch or adjustable hard stop to control maximum traverse distance and prevent the measurement probe from colliding with surroundings.
e. Range of linear traverse shall be 0 to 3.7 m (12 ft).
f. Linear traverse shall have a reference position for homing.

g. Linear rail shall be assembled from modular sections (for variable total length).
Length of modular sections shall be no less than 1.0 m (39.4 in) and no more than
1.5 m (59.1 in).
h. Maximum exterior dimension of rail cross section (length, width, or diameter) shall be less than 51 mm (2.0 in).
i. Linear rail shall be hollow to accommodate tubing and wiring connected to the probe. Cross section of interior cavity shall have internal dimensions (length, width, or diameter) greater than 19 mm (0.76 in).
j. Linear rail shall be capable of withstanding temperatures of 150 to 200 deg C (302 to 392 deg F) for a minimum duration of 2 hours. (Note: only the probe tip and the linear rail will be exposed to high temperature environments; tubing and wiring in the interior cavity of the rail will be rated for the high temperature environment.)
k. Linear rail shall not sag or deflect from horizontal by more than 5 deg at max traverse distance. (Mass of the interchangeable probes is less than 2.3 kg (5 lb))
l. Accuracy of rotational positioning shall be ±1.0 deg or better (includes total backlash). Probe shall maintain its rotational position within ±1.0 deg or better due to any vibrations induced by the process under investigation.
m. Rotational speed at probe tip shall be variable, with a range of 6 rev/min to 60 rev/min. (Mass of the interchangeable probes is less than 2.3 kg (5 lb))
n. Rotational traverse shall have a limit switch or hard stop to prevent wrap-around of wiring.
o. Range of rotational traverse shall be 0 to 340 deg.
p. Rotational traverse shall have a reference position for homing.
q. The maximum dimension of the frame of the traverse module shall not exceed 76 cm (30 in).
r. The weight of the traverse module shall not exceed 29 kg (65 lbs).
s. The traverse modules shall mount to an AMSE/ANSI class 150 pipe flange for 4 inch Schedule 40 pipe.
t. The traverse module shall be equipped with a control panel (or touch screen) for jogging the probe to target linear or rotational positions without interfacing with a personal computer.
u. The traverse module shall be weatherproof for extended use outdoors.
v. The vendor/supplier shall provide engineering drawings and instructions for operations and maintenance of the traverse modules.

Standards of Acceptance: The NIST Contracting Officer Representative (COR) shall inspect the delivered Traverse Modules and respond with an acceptance or request for correction email to the Contractor Point of Contact (POC) within 14 days of receipt of deliverable. This section applies to deliverables which must be reviewed and approved for acceptances (draft plans, drawings, etc.)
V. DELIVERY TERMS
Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

I. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests:
1. The traverse modules will be installed by the NIST subject matter experts (SME) on a test bench and integrated with the software controls, communications, and power systems of the existing prototype. The SME will operate and evaluate the traverse modules for a period of 2 weeks to verify that requirements A.a-A.v of Section III are satisfied and reliable operations are confirmed.
NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST COR to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within (14 days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
II. WARRANTY
The contractor shall warranty the entire system for a period of a minimum of 1 year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government and at a minimum shall include the following:
III. PAYMENT SCHEDULE
Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND
2. After successful demonstration by the instrumentation that it performs IAW the technical requirements set forth in this document AND
3. After receiving an invoice submitted properly, IAW the purchase order terms and conditions.
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.

V. MISCELLANEOUS INFORMATION
Safety: The Contractor employee must be responsible for knowing and complying with all safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.
Regular Business Hours. Regular business hours are Monday through Friday, (revise as applicable 8:00 am to 5:00 pm) Eastern Time, excluding Federal holidays and NIST closures.
Identification Badges: Contractor employees must comply with NIST identification and access requirements. Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued.
The pass must be displayed on the vehicle in accordance with NIST Security Office instructions.
