Requirements Document

34 GHz Resonator for Pulsed EPR Spectroscopy

Introduction/Background

The Biophysical and Biomedical Measurement Group in the Physical Measurement Laboratory of the National Institute of Standards and Technology (NIST) is a group pursuing nanoscale measurements on bionanomaterials. This acquisition for a resonator compatible with pulsed electron paramagnetic resonance (EPR) measurements on small sample volumes and carried out at liquid helium temperatures and 34 GHz will allow characterization of a wide array of bionanomaterials important to the bioeconomy (biologic drugs, DNA nanomaterials, etc) and guide development and innovation of emerging bionanomaterial-based technologies.

Minimum Requirements

The system/parts shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, or prototype items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

CLIN 0001: The Contractor shall provide one (1) 34 GHz Resonator for Pulsed EPR Spectroscopy which meet or exceed the minimum requirements identified below:

1. must be compatible with use in an existing Oxford Instruments’ liquid helium CF935 cryostat and interfaced to a pulsed electron paramagnetic resonance spectrometer system operating at 34 GHz

2. must accommodate sample dimensions of no more than 2 mm outer diameter

3. must provide at least 300 MHz bandwidth when the quality factor is less than or equal to 100 (over coupled condition)

4. must have a variable quality factor ranging from 100 to 400

5. must exhibit a power-to-field conversion of at least 0.5 mT/Sqrt(W) when the quality factor is less than or equal to 100 (over coupled condition)

6. must include an optical window for sample excitation in the wavelength range 355 nm to 800 nm

7. must support repeated temperature cycling from 4 K to 300 K

8. must include a sample holder, hardware for connections to the microwave bridge, and a means (including cables & electronic connections) for temperature sensing at the sample position.

Delivery

Delivery shall be FOB DESTINATION and shall occur within 20 weeks ARO.

FOB Destination means: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver all Line Items to:

The National Institute of Standards and Technology 100 Bureau Drive, building 301, Shipping and Receiving Gaithersburg, MD 20899 United States of America

Inspection and Acceptance

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to examine the data derived from the acceptance tests.

Inspection and acceptance shall occur within 14 business days after receipt of the devices at NIST.

Equipment will be inspected upon arrival at NIST for damage and compatibility with cryostat system. Equipment will be accepted when NIST has determined that the equipment performs in the cryostat system and provides the specified bandwidth during pulsed operation with 150 W incident pulse power.

A visual inspection of the transducer will be performed by the NIST TPOC to identify surface defects or any form of indication that the instrument was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the device due to defects and/or nonconformance.

The place of acceptance shall be:

National Institute of Standards and Technology 100 Bureau Drive Building 216 Gaithersburg, MD 20899

Warranty

The Contractor shall warrant the entire system/parts in accordance with the Contractor’s standard commercial timeframe. Warranty shall commence after receipt and acceptance of the equipment and shall be in accordance with terms in FAR 52.212-4

Payment Schedule

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by the TPOC of fully compliant equipment.

2. The Government anticipates inspection will occur upon:

a. After the testing procedures set forth in this document have been complete
