About this file
This requirements document outlines the need for one resin transfer molding injection system and one compatible flat panel tooling. The injection system must be a 2,100cc electric model along with associated degassing and training components. The flat panel tooling must be able to accommodate 14x12x0.5 inch carbon preforms, withstand 350 degrees Fahrenheit, be made of hard anodized aluminum, and be compatible with the specified injection system and an existing 48x48 inch government-owned hot press. The contractor must conduct preliminary, critical, and final design reviews with the government. The tooling design must demonstrate the ability to meet injection pressure and temperature capabilities for infusion and curing. The government reserves the right to request modifications if requirements are not met. The contractor will manufacture and deliver the tooling after final design review approval. Acceptance is contingent on the tooling properly sealing and closing with a carbon preform.
The related sole source solicitation is being issued by the Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground for the resin transfer molding injection system and flat panel tooling outlined in the requirements document.

CLIN 0002: The Contractor shall design and manufacture and provide one (1) Flat Panel Tooling that meets the following specifications:
· Contain tooling with the ability to accommodate flat carbon preforms of size of 14”x12”x1/2”.
· Ability to endure 350°F during cure/postcure after injection.
· Tool material of hard anodized M1 aluminum.
· Compatible with and have the ability to be used in conjunction with the RTM Injection System described above.
· Compatible for use with the Government-owned hot press (for heating and closing pressure) with 48”x48” flat platens.
· During the Flat Panel Tooling design phase the Contractor shall conduct design reviews with the Government to include a Preliminary Design Review (PDR), Critical Design Review (CDR) and Final Design Review (FDR) that shall include the following:
· A review of the Computer-aided Design (CAD) model and tool functionality.
· Delivery of all CAD models/drawing and any presentation material covered to the Government.
· A review of maximum injection pressure capabilities and maximum temperature capabilities (during infusion and during resin cure/postcure operations) for the tooling.
· During the FDR the Government will review the Flat Panel Tooling design and confirm that it is compatible with the existing hot press and can hold all required materials. The Government reserves the right to request modifications should the Flat Panel Tooling not meet all requirements.
· The Contractor shall manufacture and deliver the Flat Panel Tooling after the FDR is completed.
· Tooling Acceptance
· The Government’s acceptance of the Flat Panel Tooling will be contingent upon proper closing and sealing of the tooling with carbon preform of nominal ½” thickness in the tooling cavity.
