Statement of Requirements: Electric Burden Carrier
1. Introduction This Statement of Requirements (SOR) defines the requirements for a robust, reliable, and environmentally friendly electric, rechargeable personnel and light cargo transporter cart with a usable cargo bed (hereinafter referred to as "Burden Carrier") to be used at Air Station Port Angeles, WA. The carts will be utilized for the efficient and safe transport of personnel, equipment, and light cargo within the designated operational area and payload capacity, contributing to improved operational efficiency. The following specifications must be met by the supplier.
2. Justification The acquisition of an electric burden carrier is essential to enhance the efficiency and sustainability of our operations. The specified electric burden carrier, with a payload capacity of 2,000-3,000 lbs and a tow capacity of 5,000-8,000 lbs, will significantly improve our material handling capabilities. Its electric nature aligns with our commitment to reducing carbon emissions and promoting environmentally friendly practices. The range of 40-60 miles and a charge time of 10-13 hours ensure that the carrier can operate effectively throughout the workday with minimal downtime. The dimensions and person capacity meet our operational needs, allowing for the transportation of both goods and personnel. The enclosed cabin with full doors, heater, windshield defroster, and other safety features ensure the comfort and safety of our operators in various weather conditions. Additionally, the options for a beacon light, ball hitch, and bed railing or enclosed box provide versatility for different operational requirements. This acquisition will not only enhance our operational efficiency but also contribute to our sustainability goals, making it a justified and strategic investment.
3. Technical Specifications
3.1 General Requirements
· The burden carrier must be rechargeable electric with a usable cargo bed.
· Must have an enclosed cabin with full doors.
· The burden carrier must be white in color.
3.2 Electrical Specifications
· Voltage: 48V Electrical System
· Charger: On-board charger compatible with standard 120V AC outlets. Automatic shut-off feature to prevent overcharging.
· Charge Time: 10-13 hours or better.
· Battery Life: Batteries shall have a minimum expected lifespan of 4 years under normal operating conditions.
3.3 Performance Specifications
· Payload Capacity: 2,000-3,000 lbs
· Tow Capacity: 5,000-8,000 lbs
· Range: 40-60 miles
3.4 Dimensional Specifications
· Dimensions (LxWxH): No smaller than 130 x 44 x 51 inches
3.5 Capacity Specifications
· Person Capacity: Must hold at least 2 adults
3.6 Cabin Specifications
· Must have a heater and windshield defroster.
3.7 Safety, Visibility, and Other Options
· Must have windshield wipers.
· Must have side view mirrors.
· Must have headlights, brake lights, turn signals, and taillights.
· Must have a parking brake.
· Must have seat belts for all occupants.
· Must have an option for a yellow or orange beacon light for visibility.
· Must have an option for a ball hitch for towing.
· Must have an option for bed railing or enclosed box for the bed.
4. Compliance and Certification
· The supplier must ensure that the electric burden carrier complies with all applicable federal, state, and local regulations, including safety standards.
· The supplier must provide certification and documentation of compliance upon delivery.
5. Delivery and Acceptance
· The supplier must deliver the electric burden carrier to the following location:

· The supplier must provide assembly and setup services, if required.

· The supplier must provide a minimum warranty period of one year for the electric burden carrier.
· The supplier must offer support and maintenance services during the warranty period.

· Price.
· Supplier's delivery schedule.
· Warranty and support services offered.
