About this file
This is a Requirements Document for an AI-driven medical imaging and analytics platform procurement by the National Institutes of Health (NIH), Center for Information Technology (CIT). The NIH seeks to procure an AI platform on a sole-source basis from PaxeraHealth Corporation to support clinical research and diagnostic workflows. The platform must integrate with existing NIH Picture Archiving and Communication Systems (PACS) and operate within the NIH Biowulf high-performance computing (HPC) environment while securely handling personally identifiable information (PII) and protected health information (PHI). The contract is structured as a firm-fixed-price purchase order with an anticipated 12-month period of performance from April 1, 2026, through March 31, 2027.
The contractor is responsible for four primary task areas: (1) Project Management and Coordination, including designation of a Project Manager and regular status meetings; (2) Platform Deployment and Systems Integration within the government environment and PACS infrastructure; (3) Integration Testing and Validation covering interoperability, performance, scalability, and reliability; and (4) Training, Documentation, and Operational Support including role-based training for investigators, clinicians, and system administrators. Key deliverables include a kickoff meeting within one week of performance start, bi-weekly joint meetings with the program team, training materials, an integration testing plan due two weeks prior to testing, integration testing results due within one week of completion, monthly performance monitoring reports, and a final pilot summary report due two weeks before the base period concludes. Performance of services shall occur remotely or at Building 12A, 12 South Drive, Bethesda, Maryland 20814. Pricing for licensing and training/testing services is to be determined (TBD).

1.0 Introduction/Overview
Title: AI Pilot
1.1 Background
The National Institutes of Health (NIH), Center for Information Technology (CIT) requires advanced artificial intelligence (AI)-driven medical imaging and analytics capability to support clinical research and mission-critical diagnostic workflows. The requirement will support investigators in developing, training, validating, and deploying custom imaging algorithms while ensuring secure processing of imaging data that may contain personally identifiable information (PII) and protected health information (PHI). To mitigate data security risks and maintain operational continuity, the solution must integrate with existing NIH Picture Archiving and Communication Systems (PACS) and operate within the NIH Biowulf high-performance computing (HPC) environment.
1.2 Scope
The Contractor shall provide an AI-driven medical imaging and analytics platform, including deployment, integration, testing, training, and technical support services, for use within the National Institutes of Health (NIH) clinical and research environment. Such services include, but are not limited to, deployment of the platform within the NIH on-premises Biowulf high-performance computing (HPC) environment; integration with existing Picture Archiving and Communication Systems (PACS); configuration to support standard medical imaging formats and workflows (e.g., DICOM); execution of integration testing and validation activities; and provision of role-based training, documentation, and technical support to ensure effective use and continuity of operations.
1.3 Objectives
The objectives of this effort are to:
· Enable secure AI development and deployment
· Ensure seamless system integration and operational continuity
· Support sustainable adoption and knowledge transfer
1.4 Type of Contract
This is a firm-fixed-price purchase order.
1.5 Consideration and Payment
In consideration of satisfactory performance of the work as described throughout this contract, the Contractor shall be paid a monthly fixed price for the services identified below. Payment shall be made monthly in arrears upon the delivery and acceptance of the services required.
