About this file
This document is a Statement of Requirements for an Ultra Microbalance. The National Institute of Standards and Technology (NIST) requires one Ultra Microbalance to support its Chemical Sciences Division's Organic Chemical Metrology Group in Gaithersburg, MD. The balance must have a maximum capacity of 10 grams, a readability of 0.1 micrograms, and a repeatability of 0.8 micrograms or less. It must have an automated internal adjustment feature and be able to interface with a print port. The balance must be calibrated onsite by the manufacturer's authorized staff and include an Accuracy Calibration Certificate. Delivery is required within 60 days after award and the balance must be calibrated within 30 days after delivery. The balance is subject to visual inspection upon delivery, and the contractor must provide a one-year warranty. Payment will be made within 30 days of receipt of a proper invoice after government acceptance.

STATEMENT OF REQUIREMENTS
Ultra Microbalance
I. BACKGROUND
The National Institute of Standards and Technology (NIST) Material Measurement Laboratory (MML) Chemical Sciences Division’s (CSD) Organic Chemical Metrology Group (OCMG) in Gaithersburg MD is responsible for chemical measurements leading to the certification of a large number of food, botanical, environmental, and forensic Standard Reference Materials (SRMs). Currently, the OCMG is developing analytical methods and candidate reference materials for important chemical species in natural products, foods, clinical samples, and environmental materials. Part of the analysis also includes a purity assessment of the chemical species and contaminants. The production of SRMs and purity assessments often requires the use of an Ultra Microbalance. An Ultra Microbalance is used for the accurate weighing of samples and standard materials prior to subsequent processing, such as extraction of targeted and untargeted compounds from the sample materials. In addition, weighing small amounts of chemical species (mg amount) is needed for NMR purity measurements. For safety, it is important to have the capability to weigh certain chemical species and contaminants in closed vessels. Thus, it is important to not only have the ability to accurately weigh mg levels, but to also have a high maximum capacity for the balance. However, many vials and containers exceed the maximum capacity for most Ultra Microbalances.
SCOPE
The Contractor shall provide one (1) Ultra Microbalance which is Brand Name or Equivalent to the Mettler Toledo XPR10U and shall provide on-site calibration of the balance by a certified technician and provide a certificate of calibration
II. MINIMUM SPECIFICATIONS
All items shall be new. Used or remanufactured equipment shall not be considered for award. Experimental, prototype, or custom items shall not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable.
The Ultra Microbalance shall meet the minimum specifications identified below and shall be shipped in the original equipment manufacturer’s (OEM) packaging and include all original documentation and software, when applicable:
1. Shall have a maximum capacity of 10 grams(g).
2. Shall have a readability of 0.1 micrograms (µg).
3. Shall have a repeatability of equal to or less than 0.8 µg .
4. Shall have USP standard for minimum sample weight of 1 mg.
5. Shall have automated internal adjustment feature which has an internal weight that routinely checks the measured value against the expected value, in the event laboratory environment conditions change such as temperature, humidity, or movement.
6. Shall be able to interface with a print port for Balance Printers to record measurements.
7. Shall have a hands-free actuated door.
8. Shall have a 110 V to 115 V power requirement.
9. Shall be calibrated onsite by the manufacturer’s authorized Calibration staff and shall include an Accuracy Calibration Certificate that the ultra microbalance meets OEM performance specifications.
10. Shall include an operations and maintenance manual covering at a minimum proper operation, routine maintenance, and basic troubleshooting for the instrument.
III. DELIVERY
Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) and shall occur not later than (NLT) 60 calendar Days ARO.
FOB Destination means: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the task order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the task order; and pay all charges to the specified point of delivery. The Contractor shall deliver all line items to the initial site of:
National Institute of Standards and Technology Bldg. 301 Shipping and Receiving 100 Bureau Drive Gaithersburg, MD 20899-1640
IV. CALIBRATION
The Ultra-Microbalance shall be calibrated by the Contractor and meet minimum specifications no later than 30 calendar days after delivery. Calibration, at a minimum, shall include uncrating/unpackaging of all equipment, demonstration of all specifications, provide calibration certificate and removal of trash. Onsite calibration and demonstration shall be done at NIST, Gaithersburg, MD in Building 227.
V. INSPECTION and ACCEPTANCE
A visual inspection of the Ultra Microbalance will be performed by the NIST Subject Matter Expert (SME) to identify surface defects or any form of indication that damage occurred during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the Ultra Microbalance due to defects and/or nonconformance.
VI. Warranty
The Contractor shall warrant that the Ultra Microbalance will operate within OEM specifications and be free from defects in material and workmanship for a period of a minimum of one (1) year after receipt and final government acceptance.
VII. Payment
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice.
