About this file

This document is a detailed Requirements Statement for Supply Chain Advisory Services for the Navy Supply Systems Command (NAVSUP). The services include 14 total seats across various leadership roles, such as Enterprise Supply Chain Leaders, Global Chief Supply Chain Officer, and Chief Financial Officers Team members. Key service requirements include a dedicated point of contact, customized service plan, unlimited analyst inquiries, web-based access to research materials, peer community access, discussion groups, and one Supply Chain Executive Conference ticket.

Additional requirements specify that the vendor must provide a comprehensive tiered licensing structure supporting executive through tactical levels, verify research independence (not sponsored by external vendors), and maintain a Non-Disclosure Agreement process for employees. The contract is for a one-year base period from 9/30/24 to 8/31/25 with no option periods. The Navy expects flexibility in personnel access, monthly usage metrics reporting, and clear guidelines on content distribution and usage limitations. The vendor must also provide detailed service descriptions, including report types, access limitations, and training/meeting information.

Point of Contact: The service should include a single point of contact (e.g. Account

Manager/Executive/Advisor), available to contact via telephone during business hours (8 AM to 5 PM.

Eastern Time, North America). This person will be responsible to conduct one-on-one meetings throughout the performance period of the order. The number of on-site or online one-on-one meetings may be limited to a specific number (included in the price estimate), but should be, at a minimum, two one-on-one meetings upon request by the Team Leader.

Customized Service Plan: A service plan will be created in collaboration with the Team Leader at the beginning of the service and reviewed periodically throughout the membership lifecycle. Elements include setting Team Leader expectations, value criteria, three key initiatives (to be chosen at a later date by government senior leadership), and action plan.

Analyst Inquiries: Individual analyst inquiries should be available to the Team Leader. The team members should be able to participate in inquiries requested by the leadership team. The contractor shall provide unlimited inquires for the duration of the contract period. The Contractor shall provide the number of its government research analysts available and provide at least three biographies of analysts who possess relevant government Enterprise Supply Chain Leadership experience.

Research Materials: The service should include web-based access to all supply chain reference and research materials, reports, news, analysis, and recommendations from advisory analyst(s). (Note:

Access to documents must include complete access to the full text of all documents. Summaries, abstracts, or a synopsis of documents, reports and/or research articles, unless added as an editorial enhancement to the content, will not meet this requirement.) The Contractor will be required to publish new documentation annually, which is sufficient to support NAVSUP’s mission requirements. The contractor should provide the number of research documents published in the last 12 months. To maintain integrity of the research provided, the contractor should only include research that has gone through a documented review process, and exclude publicly available material such as blogs, tweets, and social media.

Peer Community: The service will include access to peer contributed content, including videos and case studies, to learn about real-life best practices. The Team Leader may request meetings or conference calls with peers regarding a specific topic to exchange information about areas of expertise. The contractor shall provide access to role-specific peer community forums lasting for one to two days.

Discussion Groups: The contractor shall provide supply chain-focused discussion groups with a shared interest in a specific topic.

Events: The service should include 1 ticket each for the Team Leader to attend a Supply Chain Executive Conference. The event must be held for a minimum of 3 days, where 1 day is defined as at least a 4-hour period. The contractor will provide a detailed agenda for this event.

Detailed Description of Services: A detailed description of the specific services should be included in the response for evaluation. These types of services would include the following: expected types of deliverable reports/analysis, schedule of reports/analysis, limitations on access to historical reports or analysis, and any other aspects relevant to delivery or access of content by the Team Leader. The response should also describe, in detail, access to any training and/or meetings provided or facilitated by the vendor, and must state specifically if they are or are not included in the price. Some examples would be web based training/discussions, events, meetings, conferences, blogs, or any other relevant types of services. Additionally, the Team Leader should be able to meet and confer (virtually or physically) with other Supply Chain professionals.

The above descriptions are not to be considered as excluding alternatives unless stated, and are offered as an example of the types of information and the means/methods of delivery and should not be construed as exhaustive.

Additional Information:

1. For all services, the Navy expects to identify specific personnel who will access the service. While the Navy expects the individuals utilizing the services, above, to be relatively stable, due to mission requirements and transition of specific employees to other duties and/or locations, any subscription/license must be subject to transfer with proper notice to the vendor.

2. The vendor shall provide Monthly and Consolidated Usage Metrics on the Research and Advisory services to the Technical Assistant (TA) or a designee by the 10th day of each following month.

3. For all services above, the vendor should state with specificity, any limitations on the use, distribution or transfer of any proprietary or copyright content, and the vendor should outline the process or notice required, for a request by the Navy to further distribute all or part of any information/analysis/report, within the Department of the Navy or the Department of Defense.

4. Non-Disclosure Agreement: Contractor and subcontractor employees performing work under this task order are required to sign a Non-Disclosure Agreement (NDA) as part of their onboarding process.

Specifically, the Account Representative (e.g. Account Manager, Account Executive, Account Advisor) need to sign NDAs. 7. The vendor shall provide verification of their process to certify that they do not produce any research on a sponsored basis (i.e. funded by external IT vendors or providers). This process of verification shall be in existence for at a minimum of the past 2 years and must ensure independence and objectivity.
