About this file

This Statement of Requirement details NIST's procurement of creamy peanut butter for its Standard Reference Material (SRM) 2387 project. The Chemical Sciences Division requires a contractor to provide at least 3,000 6-oz jars of creamy peanut butter, with specific production and packaging requirements. The peanut butter must contain only peanuts, and potentially oils, salt, and sweeteners, with no other protein sources, to support food nutrition and allergen testing communities.

Key specifications include using clear 6-oz PETE jars, thoroughly cleaning equipment before packaging, sealing jars with foil liners and screw caps, and maintaining strict packaging and documentation protocols. The contractor must deliver the peanut butter within 180 days of award to NIST's Office of Reference Materials in Gaithersburg, MD, and submit detailed draft and final reports documenting the production process. NIST will inspect the materials for physical integrity and technical compliance, with acceptance criteria focusing on ingredient composition, packaging details, and production order documentation.

STATEMENT OF REQUIREMENT

I. BACKGROUND INFORMATION

The Chemical Sciences Division (CSD) is responsible for chemical measurements in a broad range of areas, including the development of reference materials for the determination of the nutritional content and potential contamination of foods and dietary supplements. The National Institute of Standards and Technology (NIST) has provided batches of Standard Reference Material (SRM) 2387 Peanut Butter since 2003. This material supports the measurements of food manufacturers, contract testing laboratories, and regulators in the United States and globally. This SRM also supports food nutrition labeling as well as contaminants communities and has become a harmonization tool in the allergen community. The material represents a unique location on the food triangle and a unique matrix type that cannot be substituted by other food nutrition materials. The most recent batch of SRM 2387 Peanut Butter is projected to go out of stock March 2028. CSD must acquire creamy peanut butter to continue the provision of SRM 2387(a) and support of these communities.

II. SPECIFICATIONS

The Contractor shall provide at least 3000 6 oz jars of creamy peanut butter.

Equipment Cleaning:

• All equipment must be thoroughly cleaned before packagingof the material, consistent with 21 CFR § 110.35, to ensure there is no cross contamination.

Recipe

• The creamy peanut butter recipe shall include peanuts and can also include oils (emulsifiers), salt, and sweeteners. Aside from the listed acceptable ingredients, no other ingredients shall be added.

• There shall be no other sources of protein in the peanut butter beyond peanut (e.g., no other nuts) as this material is used for allergen testing.

• The production recipe with ingredients delineated by mass and/or mass percent shall be provided to

SME.

Packaging and Delivery:

• The contractor must utilize clear 6 oz plastic, polyethylene terephthalate (PETE) or equivalent, jars.

• The contractor shall provide 3500 jars of creamy peanut butter to NIST.

• The jars shall be sealed using foil liners and screw caps.

• The date and approximate duration of packaging (e.g., 1 hour) should be recorded.

• Jars shall not be labeled. If the date/time/product stamp is unavoidable, that is the only form of labeling that shall be on the jar.

• Jars must be transferred, in fill order, to boxes that will be filled from back to front. The back and front of each box must be explicitly labeled “back” and “front”, and boxes must be numbered sequentially in the order that they are filled: “Box 1, Box 2, etc.”. The contents of each box should also be marked on the outside of the box: “Jars X – Y”.

• After filling, boxes shall be stored under controlled conditions, with temperatures not to exceed 72 °F.

• Boxes must be placed on pallets and delivered to NIST.

• The jars must be boxed/crated in their production order and the order documented in the report.

Reporting:

A draft final report summarizing the production recipe with ingredients delineated by mass and/or mass percent; date of packaging; approximate duration of packaging (e.g., 1 hour); and production order to correspond to delivered pallets (e.g., box 1 contains jars 1-12, box labeled as specified in packaging section) shall be submitted to NIST subject matter expert (SME) after packaging and before shipping to NIST for verification. Once the SME determines the report is technically acceptable, the final report containing any changes deemed necessary after initial verification of draft report shall be sent with the packaged material to NIST. Upon receipt of material, SME will check the contents of the final report against the physical packaged materials.

III. DELIVERY

Delivery shall be within 180 days of award to;

NIST - Office of Reference Materials 100 Bureau Drive, Building 203, Gaithersburg, MD 20899.

Delivery will be Monday through Friday between the hours of 7:30 am and 3:30 pm EST, except for federal holidays.

IV. PLACE OF PERFORMANCE

All work shall be completed at the Contractor’s facility.

V. DELIVERABLES

Description Quantity Due Date

Draft report as a word document delivered electronically to SME.

1 After packaging before shipping of material. No later than 180 days after contract awarded.

6 oz jars of creamy peanut butter At least

No later than 180 days after contract awarded.

Final report as a word document delivered electronically to SME.

1 With the shipped material. No later than 180 days after contract awarded.

VI. ACCEPTANCE CRITERIA

The NIST Subject Matter Expert will review the final report to ensure that all required items have been included and described in sufficient technical detail. Report review will be completed within five (5) working days of receipt.

NIST will inspect the packaged material upon receipt for physical integrity to include, at minimum, evaluation of seal quality and absence of defects that could, at NIST’s discretion, cause material leakage. Packaged material shall be accepted if all packaged units exhibit such physical integrity. All inspections will be completed within five (5) working days of receipt.

Description Acceptance Criteria Draft report as a word document delivered electronically to SME.

Will be accepted if:

• Ingredient list in-line with acceptable ingredients.

• Ingredients in peanut butter listed on a mass or mass percentage basis.

• Date and approximate duration of packaging included in report.

• Production order of jars of peanut butter is indicated in the report.

• Fill order of boxes, which shall correspond directly to production order of jars is indicated in report.

6 oz jars of creamy peanut butter Will be accepted if:

• There are at a minimum 3,000 jars

• Jars are 6 oz PTFE

• Jars are not labeled. If the date/time/product stamp is unavoidable, that is the only form of labeling that is on the jar.

Description Acceptance Criteria

• The jars are sealed using foil liners and screw caps.

• Boxes are labeled with box number, “front”, “back”, and the jar production order for jars in the boxes are marked on the outside of the boxes.

• Box order on delivery pallet is indicated and in packaging/production order.

Final report as a word document delivered electronically to SME.
