Statement of Requirement

Title: Procurement of Heat Sealer

Background

The National Institute of Standards and Technology’s (NIST’s) Chemical Sciences Division (CSD) provides the measurement science, standards, technology, and data required to support the nation’s needs in the determination of chemical composition and chemical structure of gases, organic, and inorganic species and in the measurement of a wide variety of chemical properties and processes. The Inorganic Chemical Metrology Group (ICMG) produces Standard Reference Materials (SRMs) that must be packaged in bottles which are then heat sealed in mylar bags. The storage in these mylar bags greatly reduces transpiration of the bottled SRM therefore lengthening its shelf-life. The Inorganic Chemical Metrology Group is currently in need of a new heat sealer as the old heat sealer is no longer operational nor supported for maintenance.

Specifications

The contractor shall provide one (1) heat sealer that meets the following minimum technical requirements.

Heat Sealer Requirements:

- Must have a controllable display where the seal temperature and seal time can be viewed/edited.

- Must have an electronic foot pedal for sealer operation.

- Must include safety features including emergency stop, seal bar safety guard, and jaw obstruction alarm.

- Must have a seal bar length no greater than 16 in.

- Must have a seal width of 1 in.

- Must fit within the dimensions of 21 in (L) x 16 in (D).

- Must have a maximum temperature of at least 450 °F.

- Must be able to seal mylar bags.

- Must supply a calibration report to verify time, temperature, and pressure of unit performance.

- Must include an operations and maintenance manual in either electronic or hard copy format.

Telephone Support:

- The contractor shall provide telephone support for the heat sealer during regular business hours of 9am to 5pm under the warranty period.

Warranty:

The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon Government acceptance.

Deliverables

Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table. Delivery shall be during normal business hours, between 7:30am and 3:00pm Eastern Time, Monday through Friday, except Federal Holidays.
