STATEMENT OF REQUIREMENTS
Cutting Mill for E-waste
I. SPECIFICATIONS
The Contractor shall provide one (1) Cutting Mill that meets the following minimum technical requirements:
II. System Requirements
• The Cutting Mill must have at least a 3 kW drive capable of variable speed settings from 100 to 3,000 rotations per minute.
• The Cutting Mill must be capable of taking at least 80 mm sized pieces of electronic waste (e.g. printed circuit boards, metal fragments, plastics, etc) and be able to mill them down to pass through 0.25 – 20 mm sieves.
• The Cutting Mill must include one (1) each of a 1.00 mm and 0.50 mm trapezoid hole sieves made of steel 1.0353 for grinding without heavy-metal contamination.
• The Cutting Mill must include a 6-disc rotor made of steel 1.0580 with reversible cutting tips of tungsten carbide to minimize heavy-metal contamination during milling.
• The Cutting Mill must be on its own support structure with wheels, so it is able to be moved to various locations in the laboratory.
• The Cutting Mill must include a hopper with a plunger.
• Manual in either electronic or paper copy.
• The Cutting Mill must include a container for sample collection.
Software
The Cutting Mill shall have a control unit that enables startup and shutdown.
III. WARRANTY
The Contractor shall provide, at a minimum, a one (1)- year warranty for the Cutting Mill. The warranty shall cover all parts, labor, and travel. Warranty will commence upon Government acceptance.
IV. DELIVERY
Delivery shall be to NIST Gaithersburg MD Building #221 during normal business hours of 7:30 am to 3:30 pm Monday through Friday except Federal Holidays and shall occur within 150 days of award.

VI. ACCEPTANCE CRITERIA
The NIST Subject Matter Expert will inspect and assure all specifications are met for acceptance.
