STATEMENT OF REQUIREMENTS

TITLE: Procurement of Polymer Mini-Compounder

I. SPECIFICATIONS

The Contractor shall provide one (1) Polymer Mini-compounder that meets or exceeds the following requirements:

System Requirements

▪ The polymer mini-compounder shall operate from room temperature to at least 350 °C.

▪ The polymer mini-compounder shall utilize a conical co-rotating design.

▪ The polymer mini-compounder shall utilize a clamshell design.

▪ The conical co-rotating design shall use air/water cooling

▪ The polymer mini-compounder shall require less than 7 cm3 of polymer to operate.

▪ The polymer mini-compounder shall utilize 230V power supply.

▪ The polymer mini-compounder shall have a drive motor of at least 400 Watt.

▪ The polymer mini-compounder shall have a speed range of 1 to 400 rpm

▪ The polymer mini-compounder shall have 2 pressure sensors that can be used in a rheological measurement.

▪ The polymer mini-compounder shall have a melt thermocouple

▪ The polymer mini-compounder shall have an integrated inert gas flush system

▪ The polymer mini-compounder shall have a set of co-rotating screws

▪ The polymer mini-compounder shall have an external controller.

▪ The polymer mini-compounder shall have a manual feeder.

▪ The polymer mini-compounder shall have a capability to recirculate the molten polymer from bottom of mixing screws back into the mixing screws.

▪ The polymer mini-compounder shall have a capability to extrude the polymer through exit die of various diameters. The diameters of the exit dies shall range from 0.5mm to 2.0mm.

▪ The polymer mini-compounder shall have a capability to extrude polymer into an adapter that is compatible with a mini-jet injection molder.

Manual The Contractor shall provide one (1) paper copy of the operations and maintenance manual for the Melt Flow Indexer that covers safety precautions, system descriptions, standard procedures, recommended parameters, monitoring and maintenance, and troubleshooting.

Installation The Contractor shall install the instrument at NIST, 100 Bureau Drive, Gaithersburg, MD 20899, Building 224, Room B115. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument shall operate to manufacturer’s specifications upon installation. Installation shall take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and shall be coordinated with the NIST Contracting Officers Representative (COR). Installation shall occur within 10 days after receipt of instrument.

Training The Contractor shall provide onsite training for up to two (2) NIST personnel at NIST, 100 Bureau Drive, Gaithersburg, MD 20899, Building 224, Room B133. Training shall include normal operation, troubleshooting, and routine maintenance. Training shall be provided during normal business hours, between 8:30am and 5:00pm Eastern Time, Monday through Friday, except Federal Holidays, and shall be coordinated with the NIST Contracting Officers Representative (COR) to ensure maximum availability of NIST personnel. Training shall occur within 10 days of installation. The training may be completed on-site at NIST immediately after installation and demonstration of specifications.

Warranty The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon successful completion of Government acceptance.

IV. ACCEPTANCE CRITERIA

The Government Contracting Officer’s Representative will inspect and verify that all minimum specifications have been met for Government acceptance.

V. GENERAL INFORMATION

Safety: The Contractor employee shall be responsible for knowing and complying with commercial installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements.

The Contractor shall provide the name and citizenship information of employees for on-site visits to the NIST COR prior to arrival. The COR will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus. The Contractor employee is responsible for absences due to missing or expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID (which in most cases can be a valid driver's license), proof of insurance and current registration must be presented to the NIST Security Office.
