About this file

This is a requirements document for a stable bipolar power supply for an electromagnet, issued by the National Institute of Standards and Technology (NIST). The procurement seeks one (1) power supply with specific technical specifications, including ±20V maximum output voltage, ±100A maximum output current, 1.5 kW maximum output power, and multiple control modes. The power supply will be integrated into NIST's Absolute Magnetometer for measuring magnetic materials used in next-generation memory and computing applications. The solicitation is a 100% small business set-aside with NAICS code 334516, requiring delivery within 180 days of award, and uses a lowest price, technically acceptable evaluation methodology. Quotations are due by 08/21/2025 at 1:00 PM EST, with a one-year warranty required. The contractor must provide two sets of manuals and all necessary cables and connectors, with delivery to NIST's Shipping and Receiving in Gaithersburg, MD.

Specifications

I. BACKGROUND INFORMATION

The semiconductor supply chain is global, specialized, and interconnected. Chipmakers do business with thousands of individual suppliers that provide the highly complex materials and tools used to produce semiconductors. To address the lack of full visibility into the semiconductors markets supply chain and R&D ecosystem gaps NIST will conduct the measurement science, or metrology, critical to the development of new materials, packaging, and production methods in chip manufacturing.

The National Institute for Standards and Technology’s (NIST) Materials Science and Engineering Division (MSED) is involved in the development of standard reference materials (SRMs) for magnetic moment – a critical standard for measuring magnetic materials for next generation memory and computing. The SRMs are certified using the NIST-built Absolute Magnetometer, a unique custom instrument. For SI-traceability, the magnetic force acting on the SRMs will be measured as a function of the applied magnetic field gradient. To produce an accurate and stable magnetic force, this work requires a very stable bipolar power supply. The power supply will be integrated into NIST’s Absolute Magnetometer and must communicate with the control computer of the Absolute Magnetometer system.

II. MINIMUM REQUIREMENTS

The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not acceptable.
