REQUIREMENTS DOCUMENT

Title: Acquisition of cryogenic grind machines

I. BACKGROUND INFORMATION

The Chemical Sciences Division (CSD), in the National Institute of Standards and Technology (NIST's) Material

Measurement Laboratory, serves as the Nation's reference laboratory for chemical measurements and standards to enhance U.S. industry's productivity and competitiveness, assure equity in trade, and provide quality assurance for chemical measurements used for assessing and improving public health, safety, and the environment. The Organic

Chemical Measurement Science Group within the Chemical Sciences Division (CSD) of the Material Measurement

Laboratory, at NIST is responsible for chemical measurements leading to the certification of a large number of food, botanical, environmental, and forensic Standard Reference Materials (SRMs). Currently, the Organic

Chemical Metrology Group (OCMG) is developing quality control materials for the measurements of many chemical compounds in complex mixtures, including per- and polyfluoroalkyl substances (PFAS). This effort includes the administration of interlaboratory studies as part of many quality assurance programs. To produce small batches (up to 2 kg) of quality control materials for interlaboratory studies, members of the OCMG must procure and process bulk materials through homogeneous grinding at low temperatures to prevent chemical or material degradation.

II. MINIMUM REQUIREMENTS

The Contractor shall provide two (2) cryogenic grinding machines that meets the following minimum technical requirements. The Contractor shall install the instrument and provide training as described below.

Description: cryogenic grinding machine –Quantity: 2

A. Technical Specifications

a. The cryogenic grinding machine must have the capacity of grinding at least 1 kg of solid material (at least 5 L bowl for grinding).

b. The cryogenic grinding machine must be capable of using liquid nitrogen via automatic dispenser to cool samples while grinding.

c. The cryogenic grinding machine must use a blade-based grinding process.

d. The control of the cryogenic grinding machine must be using an internal computer system with an

LCD screen interface.

e. Must be a benchtop griding machine; benchtop dimensions are 36 in width by 30 in depth.

f. The supply voltage of the entire system must be 115 VAC.

g. The system must include an installation, operations, and maintenance manual(s) covering proper operation, routine maintenance, and troubleshooting for the instrument and controlling software

i. The manual may be supplied in hard copy or electronic format (or both).

III. PLACE OF PERFORMANCE

Delivery of the instrument shall be accomplished at NIST, Gaithersburg, Maryland. Normal duty hours are Monday through Friday, 7:30 a.m. to 3:00 p.m. with the exception of Federal holidays.

IV. DELIVERABLES

V. DELIVERY TERMS

Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

The contractor shall deliver all Line Items to:

VI. INSPECTION & ACCEPTANCE

NIST will verify performance specifications described above within 30 days of instrument delivery.

VII. MISCELLANEOUS INFORMATION

Safety: The Contractor employee must be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.

Regular Business Hours. Regular business hours are Monday through Friday, 7:30 am to 3:00 pm Eastern Time, excluding Federal holidays and NIST closures.

Identification Badges: Contractor employees must comply with NIST identification and access requirements.

Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass must be displayed on the vehicle in accordance with NIST Security Office instructions.
