Statement of Requirements / Work
Relocation of a Thermo Scientific ELEMENT2 High resolution inductively coupled mass spectrometer
(HR-ICPMS)
Background
The National Institute of Standards and Technology (NIST) Inorganic Measurement Science Group performs elemental / isotopic measurements using a variety of spectrochemical methods while fulfilling customer needs through the provision of NIST Standard Reference Materials (SRMs) and proficiency testing (PT) samples. To achieve the necessary accuracy and precision required for the value-assignment for NIST SRMs and PT materials, the Group employs mass spectrometric techniques that can achieve the data quality necessitated by customers. As a part of the deployment and expansion of the NIST SRM and Isotope Ratio Reference Material Programs, the relocation of a Thermo Scientific ELEMENT2 HR-ICPMS located at the Center for Diseases Control (CDC) Chamblee Campus, Atlanta, GA to the NIST Gaithersburg, MD location is required. The Thermo Scientific ELEMENT2 Instrument serial number is 3654, the CDC Barcode Number is CDC-132543.
Scope
The NIST Inorganic Measurement Science Group requires the relocation of the Thermo Scientific ELEMENT2 high resolution inductively coupled mass spectrometer (HR-ICPMS) from the CDC Chamblee Campus in Atlanta, GA to the NIST Gaithersburg, MD location. Thermo Scientific ELEMENT2 Instrument serial number: 3654.CDC Barcode Number CDC-132543.
Minimum Requirements
The service shall meet the minimum requirements identified below.
CLIN 0001: The Contractor shall provide packing (riggers will be required), relocation and installation services for the transfer of one fully operational Thermo Scientific ELEMENT2 high resolution inductively coupled mass spectrometer (HR-ICPMS) from the CDC Chamblee Campus in Atlanta, GA to the NIST Gaithersburg, MD location. The contractor shall perform the following tasks as a part of the required relocation and installation services:
1) Disassembly and preparation for relocation (to be performed at CDC, Chamblee Campus location Atlanta, GA). This includes 1) the removal of the magnet from the instrument which will require contractor to supply rigging equipment for the removal and 2) packing up all the relevant parts (main instrument, power conditioner, and magnet) in shipping containers/pallets approved for the relevant weights of the parts. All shipping containers/pallets are responsibility of the contractor.
Both the CDC and NIST locations will have adequate space to maneuver the equipment and loading docks/ service elevators are present.
2) Loading of shipping containers/pallets on to truck and transport to NIST Gaithersburg location (to be performed at CDC, Chamblee Campus location Atlanta, GA). The contractor shall supply the riggers necessary for loading the shipping containers on to the truck. An air-ride truck shall be supplied by the contractor and shall be obtained from a company with experience in the transportation of sensitive scientific equipment shall be used for transport. Pre-approval by NIST POC of the shipping company to be used is required.
3) Handling/supervision of packing, transport, and unpacking from CDC, Chamblee Campus location Atlanta, GA to the NIST Gaithersburg, MD.
4) Unpacking and re-assembly/installation of instrument. The Contractor must supply the necessary rigging equipment required for unloading, unpacking and installation of the magnet on location within the Gaithersburg MD campus.
5) Post-relocation instrument performance verification (to be performed at Gaithersburg, MD location). Instrument to meet manufacturer specifications. Costs for labor, travel and basic consumables shall be included (to be performed at Gaithersburg, MD location).
6) A limited liability coverage per article shall be included.
Specific Tasks
The Contractor shall provide all support for equipment relocation, including administration, oversight, and technical execution. The Contractor is responsible for maintaining accurate records of performance verifications, packing, and shipping activities which shall be provided to NIST.
Performance Verification (PV) and Government Acceptance
For completion of the reassembly/installation, the Contractor shall test the equipment, review the equipment’s performance, and take whatever steps are necessary to ensure the equipment is functioning in accordance with the manufacturers’ specifications. Performance verification shall occur immediately upon reassembly/installation of
Thermo Scientific ELEMENT2 high resolution HR-ICPMS and will occur during NIST’s regular business hours.
The NIST technical point of contact (TPOC) will contact the Contractor to schedule a mutually acceptable date and time for the performance verification. The PV must be scheduled, in advance with the NIST designated representative. Upon the successful PV in review of the NIST TPOC, Government acceptance will occur.
Contractor responsible for obtaining all parts required for instrument to be fully operational.
Any parts or components removed shall become the property of the Contractor unless otherwise agreed to by the parties. The Contractor shall remove the parts from the NIST campus at the time of the service or provide shipping instructions and return shipping information that NIST may return the parts to the Contractor within 3 days after the service visit is completed. The Contractor shall assume all charges and liability for all shipments.
Service Conditions
All service (s) shall be provided by trained personnel who are fluent in the operation of the covered equipment.
Service (s) shall be rendered on-site at the CDC, Chamblee Campus location Atlanta, GA and the NIST
Gaithersburg, MD campus.
All parts shall be approved for use with the instrument shall be Thermo Scientific ELEMENT2 parts. The
Contractor shall only employ tools, instruments, software, test apparatus, methodologies, techniques, and practices approved for use with the instrument by the manufacturer. The service protocols and instrument specifications shall be adhered to at all times.
Warranty
All labor, and consumables provided by the Contractor as part of the performance verification are guaranteed for a period of ninety (90) days from the completion date.
Period of Performance
The period of performance shall be for six months from contract award date.
Places of Performance
Performance will be at (Centers for Disease Control and Prevention, Chamblee Campus, Atlanta, GA):
Centers for Disease Control and Prevention
Chamblee Campus, Bldg 110, Floor 5
4770 Buford Hwy NE, Atlanta, GA 30341
Performance will be at (NIST Gaithersburg Location):
National Institute of Standards and Technology
