GOVERNMENT’S REQUIREMENTS

TITLE: Procurement of Natural Products

I. BACKGROUND INFORMATION

The Mass Spectrometry Data Center (MSDC) at the National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement Division (BMD) is responsible for the development of the NIST/NIH/EPA Mass Spectral Library and Tandem Mass Spectral Library. To carry out this responsibility, the MSDC has a requirement for a variety of natural products. These natural products are compounds that are predominantly plant and microbial metabolites. They will be utilized to enhance NIST

Mass Spectral Libraries.

II. ATTACHMENT

Attachment 1 – List of Natural Products

III. SPECIFICATIONS

The Contractor shall provide nineteen hundred (1900) natural products as listed in Attachment 1 that meets or exceeds the following minimum requirements:

• The purified natural products must be isolated from plants and microorganisms.

• The contractor shall provide the natural products in quantities no less than 1 mg. Larger quantities may be provided if sufficiently small quantities are not available, but not more than 1 g.

• Split shipments of natural products are acceptable so long as the total number of shipments does not exceed ten (10) per Contract Line Item.

• The contractor shall confirm the identity of all natural products by mass spectrometry (MS) and nuclear magnetic resonance (NMR).

• The natural products shall be of a purity of greater than, or equal to, 70%.

• The Contractor shall provide each natural product in a clear, sealed glass vial. Vials will have a capacity of approximately 4 mL and shall be packaged in individual boxes containing approximately 100 vials per box.

Delivery and Packaging:

All natural products shall be delivered within 90 calendar days from date of award. All natural products shall be packaged and shipped in a manner that will reduce degradation while in transport.

Natural products shall be delivered to the NIST campus in Gaithersburg, MD during NIST regular business hours Tuesday through Thursday; deliveries will not be accepted on Friday, Saturday, Sunday, or Monday.

Contractor shall supply tracking information via email to the NIST Technical Point of Contact (TPOC) prior to shipping natural products.

Safety Data Sheets

The Contractor shall provide all associated safety information such as Safety Data Sheets (SDSs) for the natural products to the NIST TPOC via e-mail, hyperlink, or CD/DVD disc.

IV. DELIVERABLES

Description Quantity Due Date

Natural Products in 4 mL glass vials 1,900 Within 90 days after award of this requirement.

V. ACCEPTANCE CRITERIA

Chemists in the Mass Spectrometry Data Center at NIST will conduct an initial inspection to ensure all natural products are present, in the appropriate packaging, and in good condition upon delivery. Initial acceptance will occur after this inspection. Chemists will conduct a detailed analysis of natural products delivered, which can take up to three months to complete for all, to inspect the purity of the natural products. If natural products are deemed to be unacceptable, the Government’s Technical Point of Contact (TPOC) will notify the Contractor of the natural product(s) rejected. The Government reserves the right to reject any natural product that does not meet the required purity percentage after analysis. The Contractor shall replace the natural product, at no additional cost to the Government, within 90 calendar days of being notified.
