About this file

This document is a Statement of Work/Requirements Document for the procurement of six precision air standard resistors by the National Institute of Standards and Technology (NIST).

NIST, through its Physical Measurements Laboratory and Fundamental Electrical Measurement group, requires four 1000 Ohm and two 10,000 Ohm precision standard air resistors. These resistors will be used to maintain the unit of resistance, the Ohm, and to ensure consistency across impedance scales. The resistors must meet specific requirements for thermal coefficient, annual drift rate, and operating temperature range without active temperature stabilization. Delivery shall be FOB Destination to NIST in Gaithersburg, MD. The government will inspect and accept the resistors onsite within 25 business days, reserving the right to require repair or replacement of any damaged or non-conforming items at no cost. Payment will be made in full after delivery, acceptance, and successful testing of the resistors per the stated requirements.

STATEMENT OF WORK/REQUIREMENTS DOCUMENT

Title: Six Precision Air Standard Resistors Requesting Lab: Impedance Calibration Laboratory, FEM Group, Quantum Meas. Division of PML

I. Background:

The National Institute of Standards and Technology (NIST), Physical Measurements Laboratory (PML), and Fundamental Electrical Measurement group realize and maintain the units of resistance, the Ohm, and impedance, the Farad, for the United States. To maintain these units intercomparisons between like impedances (resistor to resistor) and unlike impedances (resistor to capacitance) are performed routinely. The comparisons ensure consistency within and across the many orders of magnitude spanning impedance scales. Researchers at NIST are also engaged in building a resistance-to-frequency converter that can monitor the stability of resistance standards by linking them to more stable capacitance standards.

II. Scope:

In order to meet the mission indicated above, FEM requires four (4) 1000 Ohm precision standard air resistors and two (2) 10000 Ohm precision standard air resistors. These resistors will be used in the resistance to frequency converter and to ensure consistency within and across the impedance scales.

III. Minimum Specifications The resistors shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental or prototype items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Brand Name Only This is a brand name only requirement for manufacturer Vishay Precision Group (Alpha Electronics, part of VPG). Brand name only description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency’s requirement. All equipment must be new. Used or remanufactured equipment will not be considered for award.

Contract Line-Item Number (CLIN) 0001: The Contractor shall provide four (4) 1000 Ohm precision standard air resistors brand name only model HRU-102 that meets the following salient characteristics.

1. The resistors shall be built for use over the range 18 °C to 28 °C in air without active temperature stabilization.

2. Linear thermal coefficient, referred to as alpha, should be in the interval from -0.05 ppm/K and +0.05 ppm/K for the resistors. Here ppm denotes parts per million. This specification must be documented by measurements.

3. Quadratic thermal coefficient, referred to as beta, should be within -0.005 ppm/K^2 and +0.005 ppm/K^2 for the resistors. This specification must be documented by measurements.

4. The annual drift rate of the resistor should be in the interval from +0.05 ppm per year and -0.05 ppm per year

Contract Line-Item Number (CLIN) 0002: The Contractor shall provide two (2) 10 000 Ohm precision standard air resistors brand name only model HRU-103 that meets the following salient characteristics.

IV. Delivery Delivery shall be FOB DESTINATION and shall occur within the Contractor’s standard commercial lead time.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

The National Institute of Standards and Technology 100 Bureau Drive, Building 220 Gaithersburg, MD 20899-1640 V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

The Government will test, inspect, and accept the equipment onsite within twenty-five (25) business days of the receipt of the standard resistors. A visual inspection of the standard resistors will be performed by the NIST TPOC to identify surface defects or any form of indication that the standard resistors were damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the standard resistors due to defects and/or nonconformance. The standard resistors will be measured with a direct current comparator bridge or a cryogenic current comparator system using NIST resistance standards traceable to the NIST quantum Hall resistance standard. A check of the temperature dependence between 18 °C and 28 °C will be done to verify that the alpha and beta temperature coefficients are equal to or less than the specifications.

VI. PAYMENT SCHEDULE

Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after delivery and acceptance by the SME of fully installed system, AND

2. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND

3. After successful demonstration by the instrumentation that it performs IAW the technical requirements set forth in this document AND

4. After receiving an invoice submitted properly, IAW the purchase order terms and conditions.
