About this file
This document is a Performance Work Statement (PWS) for the manufacture, testing, installation, and decommissioning of Radar Absorbing Material (RAM) for the Benefield Anechoic Facility (BAF) at Edwards Air Force Base.
The contractor must manufacture and deliver RAM in four distinct configurations—Configuration A (36-inch pyramids, 4 per tile, light blue), Configuration B (24-inch pyramids, 9 per tile, maroon), Configuration C (24-inch pyramids with hook-and-loop base, 9 per tile, maroon), and Configuration D (18-inch pyramids, 16 per tile, light blue)—all sharing a standardized 24-inch x 24-inch base with ±0.25-inch tolerance. Material requirements mandate encapsulated binder formulation, carbon shedding resistance verified through drop testing, and flammability certification per NRL Report 8093. Normal incidence reflectivity specifications range from -30 dB to -50 dB depending on configuration and frequency (500 MHz to 18 GHz), with quality assurance testing requiring 20% sampling for Configuration A and 10% for Configurations B, C, and D, plus randomization and repeatability testing for Lot 1 of Configurations B, C, and D. All configurations must withstand 2 Watts per square inch for one continuous hour without degradation, with power testing sampling rates of one piece per lot for Configurations A, B, and C, and one piece per 720 produced for Configuration D, involving temperature profiling at three depths across seven discrete frequencies.
Professional installation services include chamber surface preparation (legacy RAM demolition, adhesive removal, HEPA dust collection), mounting using fire-retardant contact adhesive for standard foam bases or heavy-duty hook-and-loop backing for interchangeable tiles, precision alignment with zero gap tolerance, and 100% structural and visual inspection upon completion. Decommissioning and disposal services require negative-pressure containment, heavy-duty polyethylene packaging (minimum 6-mil), secure closed-vehicle transport to EPA-certified facilities, chain-of-custody documentation, and compliance with EPA, California DTSC, and Edwards AFB environmental regulations. Required technical deliverables include reflectivity and power handling test reports in CSV or Excel format, maximum operating temperature specifications, warehousing and storage sheets for Configurations B, C, and D, and a Certificate of Disposal from an EPA-permitted facility within thirty days of completion.

Material Integrity and Safety Requirements
To ensure safety and prevent environmental contamination within the BAF, all RAM configurations must meet the following material requirements:
• Binder Formulation: The manufacturing process must utilize a binder for both the carbon loading ingredients and the fire-retardant ingredients to ensure they remain fully encapsulated.
• Carbon Shedding Resistance: The RAM must not shed carbon particles during normal handling.
o Verification Test: The contractor shall verify this by dropping an upright, manufactured piece of RAM from a height of three (3) feet onto a concrete surface, with the bottom RAM surface making direct impact. Any visible shedding of carbon dust or material breakdown constitutes a failure.
• Flammability Certification: The contractor shall test and certify the flammability of all manufactured RAM configurations to meet the fire-retardant testing requirements of NRL Report 8093 (Tests 1, 2, and 3).

Reflectivity Quality Assurance (QA) Testing Protocol
The contractor shall conduct rigorous QA testing to verify compliance with the reflectivity limits:
• Frequency Range & Step Size: Reflectivity measurements must be swept across a continuous frequency range from 500 MHz to 18 GHz utilizing a 1 MHz step size.
• Lot Definition: A "lot" is defined as a manufacturing run for which there is no break in production, base materials are mixed from the same supplier's batches, and a mixture operation is not stopped or restarted.
• Reflectivity Sampling Rates:
o Configuration A (36-Inch): The contractor shall test 20% of the RAM tiles in each production lot.
o Configuration B & C (24-Inch): The contractor shall test 10% of the RAM tiles in each production lot.
o Configuration D (18-Inch): The contractor shall test 10% of the RAM tiles in each production lot.
• Compliance Criteria: A minimum of 100% of data points must comply with the specified thresholds (i.e., all data points must fall below the specification line when viewing graph curves).
• Randomization and Repeatability Testing (Applicable to Configurations B, C, and D): Lot 1 of the manufactured RAM must undergo an additional test for randomization and repeatability. The contractor shall:
o Record the initial physical placement/coordinates of the test RAM pieces on the reflectivity table.
o Conduct and record the first set of continuous reflectivity measurements.
o Randomly shift, rotate, or shuffle the placement of the RAM pieces on the reflectivity table, record their new randomized locations, and conduct the second set of reflectivity measurements.
o Reposition the identical RAM pieces back to their original recorded locations and conduct a third set of reflectivity measurements to verify consistency. All three sets of measurements must satisfy the reflectivity specifications in Section 4.1.
Power Handling Performance & Testing Protocol
All RAM configurations must meet a minimum power handling threshold of 2 Watts per square inch for a minimum continuous duration of one (1) hour without physical, chemical, or performance degradation.
• Power Testing Sampling Rates:
o Configuration A (36-Inch): A sample size of one (1) piece.
o Configurations B & C (24-Inch): A sample size of one (1) piece per lot.
o Configuration D (18-Inch): A sample size of one (1) piece per 720 pieces produced.
• Power Test Environment:
o Free space with minimal electromagnetic reflections.
o Ambient airflow conditions with no forced air directed at the RAM sample.
o The illumination wave front containing peak energy must be precisely pointed at the center pyramid of a 2 ft x 2 ft test sample array. The contractor must accomplish an estimate of the amplitude taper of the test area to ensure peak energy illumination is centered.
• Data Recording & Logging:
o The contractor shall measure and record temperature profiles at 3 inches, 6 inches, and 12 inches from the pyramid tip of the center pyramid.
o Data must log Temperature versus Time at 2 Watts per square inch across seven (7) discrete frequencies: 500 MHz, 1 GHz, 3 GHz, 6.5 GHz, 9 GHz, 12 GHz, and 18 GHz.
o The recorded data must capture the temperature rise time to a steady state, a minimum of ten (10) minutes of operation at that steady state temperature, and the subsequent cool-down time back to ambient temperature.
o If a steady state temperature is not achieved within one (1) hour of illumination, and the temperature has not exceeded the manufacturer-specified maximum operating temperature threshold, the cool-down phase may be initiated.
o The contractor shall determine, specify, and deliver the maximum temperature operating threshold of the manufactured RAM as part of the technical deliverables.
Scope of Professional Installation Services
The contractor shall provide all engineering, project management, technical labor, materials, tools, and safety equipment necessary to perform the installation of the procured RAM within the Benefield Anechoic Facility (BAF).
Chamber Surface Preparation
• Demolition of Legacy RAM: Safe removal of existing, damaged, or degraded RAM from designated wall, ceiling, or floor sections.
• Surface Cleaning: Scrape and dissolve all legacy adhesive residues, vacuum particulate matter, and clean substrates until they are completely free of grease, dust, moisture, and scale.
• Safety & Capture Protocol: The contractor shall utilize localized dust collection systems with HEPA filtration during removal and surface preparation to prevent toxic carbon particulates or polyurethane foam dust from contaminating the facility's sensitive RF equipment and environmental controls.
Mounting and Adhesion Methodology
• Permanent Installation (Standard Foam Bases): For Configurations A, B, and D, the contractor shall apply high-performance, fire-retardant, low-VOC contact adhesive. The adhesive must be chemically compatible with polyurethane open-cell foam and the specific substrate materials of the BAF.
• Interchangeable Installation (Hook-and-Loop Bases): For Configuration C, the contractor shall install and permanently secure the high-strength, heavy-duty mating hook-side fastener backing to the designated chamber surfaces. The backing must be structurally reinforced to withstand repeated installation and detachment of the loop-backed RAM tiles without peeling, sagging, or adhesive failure.
Precision Alignment & Geometric Tolerances
• Alignment: The contractor must maintain precise geometric alignment of the pyramid tips to maximize anechoic performance. Installed tiles must exhibit zero gap tolerance, maintaining tight joints to prevent RF leakage.
• Quality Inspections: Upon completion, 100% of the installed RAM must undergo a structural and visual inspection. Any misaligned, compressed, damaged, or peeling tiles must be immediately corrected or replaced by the contractor.
Scope of Decommissioning & Disposal Services
The decommissioning and disposal of legacy and waste RAM are subject to strict environmental regulations due to the presence of carbon-black loading agents and chemical fire retardants.
Hazard Containment and Packaging
• Dust Control: The contractor must implement negative-pressure containment and localized exhaust systems at removal points to prevent carbon-dust migration into active BAF spaces.
• Packaging of Waste Material: Decommissioned RAM and all installation-related debris must be immediately packaged in heavy-duty polyethylene sheeting (minimum 6-mil thickness) or sealed in industrial waste boxes to eliminate particle shedding during transport out of the facility.
Safe Transportation and Logistics
• Secure Transit: The contractor shall provide secure, closed-vehicle transport of all waste materials from Edwards AFB to an EPA-certified disposal, recycling, or incineration facility.
• Chain-of-Custody Documentation: The contractor shall establish, maintain, and document a rigorous chain-of-custody tracking log from the moment the material is removed from the chamber until its final destruction. This log must detail waste weight, volume, transfer dates, and processing signatures.
Regulatory Compliance & Environmental Safeguards
• Compliance Standards: Disposal actions must adhere strictly to federal EPA guidelines, state regulations (California Department of Toxic Substances Control - DTSC), and local Edwards AFB environmental management directives.
• Characterization & Disposal Methods: The contractor is responsible for verifying waste characterization. Disposal must occur through certified thermal destruction (waste-to-energy incineration) or an approved hazardous waste landfill capable of handling chemically treated industrial polyurethane foam. Disposal methods must be pre-cleared by Edwards AFB Environmental Management.
