TRICARE Health Plan The Defense Health Agency (DHA) is planning to expand a demonstration for competition for TRICARE beneficiaries at the local and regional level, through the Competitive Plans Demonstration (CPD) project. Awarded CPD contractors will compete for beneficiary enrollment to provide the TRICARE benefit. The CPD contractors will provide networks, customer service, records management, referral management, and healthcare operations to TRICARE-eligible beneficiaries. The Government is also interested in testing alternative payment and delivery models and understanding a local or regional health plan’s willingness to take a percentage of the financial risk for the healthcare and administrative costs for a population of enrollees.
Estimated Total Contract Value: $100M - $250M
“The What”:
“The Why”: NDAA 2017 Section 705: VALUE-BASED PURCHASING AND ACQUISITION OF MANAGED CARE SUPPORT CONTRACTS FOR TRICARE PROGRAM “ensure that local, regional, and national health plans have an opportunity to participate in the competition for managed care support contracts under the TRICARE program.”

Vision: “The Competitive Future of TRICARE!”
Competitive Plans Demonstration – (CPD) Expanded Hilary Lewis and Marcus Webb
Potential competition in 23 geographic areas; aligned to potential 2017 NDAA, Sec 703 impact areas Once awarded, beneficiaries will have enrollment choices based on quality/access EEE contract will be smaller to support the CPD only Transition and integration with DMDC (eligibility/enrollment) DHA for encounter updates to Medical Data Repository (MDR) Plus create a TRICARE Exchange for beneficiaries to enroll
Testing Better Health
Improve health outcomes e.g. Improved condition management
Testing Better Care
Improve access to care e.g. Improved patient satisfaction
Improve the quality
Testing Lower Costs
Testing Better Care e.g. Improved HEDIS measures e.g. Adjusting for total cost of demo and care
Cost neutral to the DoD
Competitive Programs Demonstration 2.0 CPD complies with National Defense Authorization Act (NDAA) 2017, Section 705(c)(3) to ensure local and regional health plans have an opportunity to participate in the competition for managed care support contracts under the TRICARE program using value-based approaches.
CPD also incorporates NDAA 2022, Section 703 Revisions to TRICARE Provider Networks, which authorizes “multiple provider networks” in the same geographical area (i.e., overlapping) under TRICARE Select and TRICARE Prime to give beneficiaries choice of different plans.
Competitive Programs Demonstration 2.0 CPD, along with Enrollment, Eligibility, and Encounter (EEE) pilot (, seeks to increase collaboration between local and regional private sector health plans and DHA, increase competition, improve quality, improve beneficiary satisfaction, and contain costs.
CPD tests cost impact of implementing Risk-Adjusted Capitation Payments Risk Scores used to compute capitation rates Alternative Payment Models authorized Medical Loss Ratio reporting required https://forms.osi.apps.mil/Pages/ResponsePage.aspx?id=Q6QDiTOv1E6s9e5hO8svWQXt-Vb3CPJPpyq3dr6JGKNUNkpHUlY3NUQ2S1FHQU9JR09ZOEEwSlpUSi4u

Contract Description:
MHS GENESIS system documentation is lacking with respect to the sustainment processes and procedures and internal interface configurations. Other technical documentation, such as architecture artifacts and system/sub-system design documents, are understandable to the current prime contractor and Government team but needs to be revised so they are understandable to a third party.
This would include documenting how the system is configured, how the system is maintained and operated, and who is responsible for various functions. Because MHS GENESIS is in the process of migrating to the cloud, the documentation would need to be developed during the migration and completed within approximately six months after the cloud migration is complete.
