About this file
This document is a Request for Quotation (RFQ) from the Oregon Department of State Lands for the South Slough National Estuarine Research Reserve located in Charleston, Oregon. The requested services include updating up to 5 doorways with ADA accessible doors and/or automatic door openers at the Visitor Center. Specific doorways identified include the front entrance, interior aquarium double doorway, auditorium interior and exterior doors, and the classroom exterior door. All tasks require similar elements such as new energy-efficient double doors with ADA accessible thresholds and easy-to-open handles, as well as the installation of interior and exterior door opener buttons. Vendors must submit quotes by May 9th, 2023, at 2pm PST. The requested availability date is upon execution of the contract.
The RFQ provides background information, including that the Visitor Center is the primary access point for the reserve and that a previous facility assessment identified the need for ADA upgrades. The scope of work and detailed requirements for each doorway are outlined. Vendors are asked to provide itemized pricing on the deliverables and ensure that the doors fit the overall building style while withstanding the facility's extreme weather exposure.

REQUEST FOR QUOTATION
***THIS IS NOT AN ORDER******
Return Quote To: Michelle Johnson, Contract Officer michelle.j.johnson@dsl.oregon.gov no later than May 9th, 2023, by 2pm PST.
Description: Update 5 doorways with ADA accessible doors and/or openers for the South Slough National Estuarine Research Reserve located in Charleston, Oregon.
Currently all the exterior doors into the visitor center are heavy wood doors with a raised threshold and no automatic door openers. This makes it very difficult for someone in a wheelchair to enter without assistance. While our interior auditorium doors do not have raised thresholds, there are no automatic door openers to assist someone entering or exiting the auditorium from inside the building. Within this goal, there will be multiple entrances and doorways that will receive ADA accessible doors and thresholds as well as automatic door openers.

Background The Visitor Center is a core facility of the Reserve and serves as the primary access point for information regarding the reserve, its habitats, and the education and research that we support. It is also the starting point for our main trail system and primary site for on-site community education programs and events.
We applied for and received a federal grant from NOAA in 2021 to update specific exterior doors at our Visitor Center with automatic ADA accessible doors and openers.
In 2020 the Department of State Lands completed a comprehensive assessment of all its facilities, including the Reserve Visitor Center. The final report provides detailed recommendations and valuable guidance for improving energy efficiency and accessibility to meet ADA requirements. For example, the report identified one “critical” area to address: “It should be noted, multiple modifications are needed for the building to meet the requirements of the American Disabilities Act (ADA) 2010. The building (including the public restroom structure) currently does not meet ADA requirements and therefore is not suitable for its current and intended use. Recommendations to meet the ADA requirements have been provided with the capital expenditure section. Recommendations include the installation of an automatic mailto:michelle.j.johnson@dsl.oregon.gov

ADA door operator systems for main entrances (as well as northern entrance adjacent to the auditoriums wood ramp) … as well as an upgrade of ADA signage around the building”.
Scope of Services Up to 5 doorways with ADA accessible doors and/or openers. Doors will include:
- Front Entrance - Replace the exterior double doorway and install automatic door opener.
- Interior aquarium double doorway- replace with ADA accessible doors and automatic door opener.
- Auditorium Interior Door - Install automatic door opener on the interior door that accesses the
Auditorium.
- Auditorium exterior exit door - Replace an exterior double doorway to the Auditorium (adjacent to the observation deck) with ADA accessible door and automatic door opener.
- Classroom Door - Replace the exterior double doorway to the classroom with an ADA accessible door and automatic door opener.
Assess and determine if full door needs to be replaced or if an ADA opener can be installed to solve the issue of accessibility. Electrical connections will need to be installed for all doors since there are currently no current openers installed. If full door needs replaced, offer options available for the replacement that would include an ADA door opener. Doors need to fit into the current style of the overall building. Giving options that would meet our needs and style of our building is a priority while still improving the accessibility of the building and sticking to our grant budget. Our building has extreme weather exposure, and we want to be sure that all doors installed must hold up to this type of weather.
Doors to be assessed include:
- Front Entrance - Replace the exterior double doorway and install automatic door opener. Does not have ADA accessible threshold so we are pretty sure full door will need replacing.
- Interior aquarium double doorway- replace with ADA accessible doors and automatic door opener.
Does not have ADA accessible threshold so we are pretty sure full door will need replacing.
- Auditorium Interior Door - Install automatic door opener on the interior door that accesses the
Auditorium. Door does not need replacing.
- Auditorium exterior exit door - Replace an exterior double doorway to the Auditorium (adjacent to the observation deck) with ADA accessible door and automatic door opener. Ensure that this door is exterior and waterproofed from weather.
- Classroom Door - Replace the exterior double doorway to the classroom with an ADA accessible door and automatic door opener. Ensure that this door is exterior and waterproofed from weather.
All tasks require similar elements which will include new energy efficient double doors that will include an ADA accessible threshold and easy to open handles. Interior and exterior door opener buttons will need to be installed to engage the system.
Installation will need to be coordinated around public programming to minimize impacts within the building and to programming.
