About this file
This file is an Amendment 0001 Questions and Answers document for a Request for Information (RFI) pre-solicitation regarding Combat Boot Sock procurement. The document serves as a Q&A supplement to the primary RFI issued by the U.S. Marine Corps Portfolio Acquisition Executive (PAE MC) under Program Manager Combat Support Systems (PM CSS), with the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground administering the process. The RFI is market research in nature and does not constitute a binding commitment to procure; responses were due by October 30, 2026 by 5 PM EST, submitted to mary.k.prebensen.civ@army.mil and harvey.walker1@usmc.mil.
The procurement seeks sources capable of manufacturing high-performance combat boot socks meeting the specifications in Purchase Description MC-PD-24-003. Key requirements include over-the-calf length with cushioning comfort, graduated compression for blood flow promotion, non-slip top cuff opening, contouring to prevent bunching, arch support, gore heel and toe construction, nylon reinforcement at heel and toe areas, and either seamless or recessed toe closure. The socks are designed to enhance foot comfort, durability, and performance during demanding operational use with standard-issue Marine Corps combat boots. As an amendment Q&A document, this file contains clarifications and responses to inquiries submitted by potential vendors regarding the RFI requirements and specifications.

Amendment 0001 Questions and Answers:
May a nonmanufacturing supplier respond with a named manufacturing partner and supporting compliance documentation?
· Yes, a nonmanufacturer supplier can respond with a named manufacturing partner with evidence of the partner’s production capability and supporting product compliance documentation.
What domestic manufacturing and fiber-origin requirements are anticipated for a future acquisition?
· Current and future acquisition must be Berry Amendment Compliant domestic production unless the solicitation specially provides an exception.
Are test reports or samples required with the October 30 capability response, or only upon a subsequent Government request?
· Please refer to the posted RFI.
Should the final response be sent to both you and Mary Prebensen, as indicated in the opening instructions?
· Please refer to the RFI.
Will you accept a sources-sought response from a supplier/nonmanufacturer supported by a qualified domestic sock manufacturer?
· Yes, as per the posted RFI – it is seeking sources capable of producing a Berry Compliant combat sock, it does not state that the respondent must itself own or operate the manufacturing facility.
What domestic manufacturing and material-origin documentation, including Berry Amendment documentation, should be provided at this market-research stage?
· Please refer to the information posted in the RFI.
Which sock classes/colors and sizes are anticipated, and are planning quantities or delivery schedules available?
· Please respond to the RFI with the information requested. Any additional acquisition details including anticipated sock classes/colors, sizes, planning quantities, and delivery schedules will be provided in the Request for Proposals (RFP), if issued.
Are samples requested now, and how may a manufacturer obtain the shade-standard samples?
· Samples are not requested with the RFI response at this time. If samples or shade-standard materials are required, the Government will provide applicable instructions and availability information in the Request for Proposals (RFP), if issued Please confirm the response deadline timezone (the notice uses both EDT and EST), the required recipient list, and whether supplements to a preliminary response are accepted before October 30.
· Responses are due 30 October 2026, 5:00 p.m. Eastern Daylight Time (EDT). Please submit responses electronically to both listed Government points of contact listed in the RFI. The public notice currently lists the deadline as “EST”; however, because 30 October falls during daylight saving time, “EDT” is the appropriate designation.
Question and Answers 16 OCT 2026
Whether an Australian distributor may respond with a named, technically qualified manufacturer, or whether responses are sought directly from manufacturers only.
· A non-manufacturing supplier, including a distributor, may submit an RFI response when partnered with a named, technically qualified domestic manufacturing partner.
Whether an issued CAGE/NCAGE code and active SAM registration are mandatory for this market-research response, and what domestic-origin/manufacturing restrictions a proposed supply arrangement would need to address.
· The RFI requests that respondents provide their CAGE code, along with business-size and NAICS information. The notice does not state that an active SAM registration is a prerequisite to submitting an RFI response. However, registration and other vendor-responsibility requirements applicable to any future solicitation would be addressed in that solicitation.
Whether the response deadline is 30 October at 5 pm US Eastern daylight time, as the SAM date field shows, or fixed EST as written in the description.
· The deadline for this RFI is 30 October 2026, 5:00 p.m. Eastern Daylight Time (EDT).
