About this file

This is a Request for Project Proposal (RPP) issued by the National Oceanic and Atmospheric Administration (NOAA) for a two-phase competitive announcement seeking industry solutions for the Temperature & Moisture Advanced Technology Evolution (TMATE) project under Other Transaction Authority (OTA). The RPP number is 2026-NESDIS-BB-0001, and proposals are due March 9, 2026 at 3:00 PM ET/12:00 PM PT. NOAA seeks to advance microwave sounding capabilities by identifying and evaluating temperature and moisture radiance profile collection solutions in polar orbit with operational readiness by 2030. The project will support formulation activities, technology maturation, and architecture/design maturation of microwave sounding data sources to address the capability gap in atmospheric microwave sounding data used for meteorological numerical weather prediction models. Data provided under any awarded agreement will be delivered to NOAA and released to the general public.

Phase I requires submission of white papers (maximum 10 pages plus cover page) with Rough Order of Magnitude (ROM) pricing, with anticipated awards as Firm Fixed Price (FFP) agreements. Phase I evaluation uses two criteria: capability to meet objectives identified in the Statement of Objectives (Appendix 001), rated as Favorable/Potential/Unfavorable, and ROM pricing relative to Government budget constraints. Offerors rated "Favorable" in all criteria advance to Phase II; others may be selected at Government discretion or removed from competition. Phase II requires detailed technical responses (20 pages maximum), complete pricing broken between Government-funded and company-funded portions, schedule with milestones, data and intellectual property rights descriptions, and SAM.gov registration. Phase II evaluation assesses price, schedule, data rights/intellectual property, and applicability to the Statement of Objectives, with awards to offerors with "Acceptable" solutions. Multiple awards may be made if in the Government's interest and funds are available. Award delivery period shall not exceed 24 months. Questions must be submitted by February 27, 2026 at 12:00 EST. White papers and Phase II submissions should be sent to brooke.bernold@noaa.gov and anthony.eubanks@noaa.gov.

INTRODUCTION

The National Environmental Satellite, Data, and Information Services (NESDIS) within the National Oceanic and Atmospheric Administration (NOAA), seeks to enter into one or more Other Transaction Agreements (OTAs) pursuant to the authority granted under Section 301 of the Weather Research and Forecasting Innovation Act of 2017 (15 U.S.C. 8531) as amended by the National Integrated Drought Information System Reauthorization Act of 2018, here-to-forward referred to as “the Act”, as amended by Section 503 of the National Oceanic and Atmospheric Administration Commissioned Officer Corps Amendments Act of 2020 (Pub. L. No. 116-259, title V, § 503, 134 Stat. 1153 (2020)). To stimulate and advance microwave sounding capabilities, NOAA is interested in pursuing existing industry-led microwave-based concepts, designs, and/or on-orbit assets to identify and evaluate temperature and moisture radiance profile collection solutions in polar orbit with operational readiness by 2030. Under this OTA, NOAA will support formulation activities, technology maturation, and architecture/design maturation of microwave sounding data sources.

Under Section 301 (d) of the Act, “In order to enhance the effectiveness of data and satellite systems used by NOAA to meet its missions, the Under Secretary may enter into and perform such transaction agreements on such terms as the Under Secretary considers appropriate to carry out basic, applied, and advanced research projects to meet the objectives described in the Act. The transaction agreements authorized are limited to research and development activities and may only be used as follows:

i. For the construction, use, operation, or procurement of new, improved, innovative, or value-adding satellites, instrumentation, ground stations, and data;

ii. To make determinations on how best use existing or planned data, systems, and assets of NOAA; and,

iii. Only when the objectives of NOAA cannot be met using a cooperative research and development agreement (CRADA), grant, procurement contract, or cooperative agreement.

NESDIS, located at NOAA headquarters in Silver Spring, MD, is responsible for collecting and providing the critical satellite Earth observations and other essential environmental information needed for disaster preparedness, all hazards response and recovery, and the protection of the Nation’s critical infrastructure and natural resources. The mission of NESDIS is to provide secure and timely access to global environmental data and information from satellites and other sources to promote and protect the Nation's security, environment, economy, and quality of life. The purpose of this OTA directly aligns with the mission of NESDIS. NESDIS’ Office of Low Earth Orbit Observations (LEO), Near Earth Observations Network (NEON) Program, which has the responsibility to provide the next generation of operational polar meteorological observation data via a constellation of disaggregated sensors and services following the completion of the Joint Polar Satellite System (JPSS) mission.

This announcement uses a multiple-phase competitive down-select that may result in the award of a single project or multiple projects. Dates listed in this announcement are tentative and subject to change based on actual progress made through each phase of selection. This project is entered to solve the capability gap through a pilot or novel application of commercial technologies.
