COMBINED SYNOPSIS/SOLICITATION:

THIS SOLICITATION IS A 100% SET-ASIDE FOR INDIAN SMALL BUSINESS ECONOMIC

ENTERPRISES IN ACCORDANCE WITH THE BUY INDIAN ACT (25 U.S.C. 47). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted pursuant to the authority of FAR Part 13, Simplified Acquisition Procedures, and FAR Part 12, Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation; therefore, a written solicitation will not be issued.

The Bureau of Indian Affairs (BIA), Great Plains Regional Office intends to award a Firm-Fixed Price Purchase Order in response to this Request for Quotation (RFQ) for Unarmed Security Guard Services for the Bureau of Indian Affairs, Pine Ridge Agency in Pine Ridge, South Dakota. The solicitation documents and incorporated provisions & clauses are those in effect through Federal Acquisition Circular FAC 2023-02. The associated North American Industry Classification System (NAICS) code is 561612 and the small business size standard is $29.0M.

PURPOSE OF THE CONTRACT: Unarmed Security Guard Services for the Bureau of Indian Affairs, Pine Ridge Agency in Pine Ridge, South Dakota. The contractor shall provide supplies and/or services according to the attached Statement of Work.

STATEMENT OF WORK: SEE ATTACHED STATEMENT OF WORK

PERIOD OF PERFORMANCE: The period of performance shall be twelve (12) months, beginning within 45 days of the award date, with the option to extend services one (1) year. The total duration of the contract shall not exceed two (2) years.

PRICE SCHEDULE: SEE ATTACHED PRICE SCHEDULE

INVOICE SUBMISSION AND PAYMENT: The Contractor shall comply with the DOI clause entitled “Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (April 2013)” located in the Provisions and Clauses attachment.

TRIBAL TAXES, REQUIREMENTS AND/OR RESTRICTIONS: Quoters are responsible for contacting the tax authorities and tribe or tribal organization involved with regard to any requirements regarding state taxes, tribal taxes, royalties and/or other applicable tribal laws or ordinances. Any costs associated with this section shall be included in the contractor’s quote. The contractor is responsible for contacting the Office of the Tribal Tax commission and the Office of Tribal Labor relations for tribal taxes and Indian Preference employment information and the current state tax rate. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: All quoters must have a Unique Entity Identifier (UEI) number, be registered and active in the System for Award Management (SAM) at https://www.SAM.gov, and have completed their SAM Representations and Certifications online in order to be eligible for award of the contemplated contract. EVALUATION CRITERIA: The Government will issue an award resulting from this request for quotation to the responsible contractor whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations:

1. Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties.

2. Technical Approach and Capability. The contractor's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. An offer is technically acceptable if its technical capabilities conform to the statement of work.

3. Past Performance. The contractor's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of services, cost management, communications between contracting parties, proactive management, and customer satisfaction.

4. Price

QUOTE SUBMISSION INFORMATION: Quote submissions must include the following items:

1. Complete SF-1449 - Sections 17a (include company name, address, telephone number, & UEI number), 30a, 30b, and 30c;

2. Complete Price Schedule – attached; and

3. Complete clauses 1452.280-2, and provisions 52.204-26 and 1452.280-4, located within the

Provisions & Clauses attachment. ONLY if applicable, complete provision 52.204-24.

4. Personnel Qualifications. Information on personnel proposed to work on the contract, to include experience, education, and qualifications.

5. Technical Approach and Capability. A technical description showing that the contractor can supply the requirements in the statement of work in sufficient detail to allow the Government to evaluate the quotation in accordance with the evaluation factors stated in the solicitation. Limit response to 3 pages.

6. Past performance. Up to three (3) recent and relevant past performance references demonstrating the ability to perform the duties and tasks of similar work and scope, including contract numbers, points of contact with telephone numbers, email addresses and other relevant information). Limit response to 3 pages.

Questions to this RFQ shall be submitted via email to Madisen Bourland, Contract Specialist at Madisen.Bourland@bia.gov. Questions shall be accepted until 4:00 PM Central Time on May 2, 2023. The Government is not obligated to respond to any questions received after that date and time. All questions received within the designated timeframe that the Government considers relevant will be answered. Responses to questions may be provided as amendment to the RFQ that will be made available to all potential Offerors. Telephonic inquiries are not acceptable and will not receive a response.
